Abstract

Abstract of the Study This study delves into the situation of Social Defense Institutions in the U.A.E. a small country of the Arabian Gulf, that has suffered poverty, ignorance, underdevelopment and diseases. It is only in the last thirty years of the 20th centuly that the country forged its way ahead towards development and modernization, afler huge quantities of petroleum were discovered. Due to the quick set up of infrastructure and catching up with civilization a series of problems and inconvenience arised in various social relationships, whereas the absence of any social defense institutions until now, represents a gap which has to be filled as other issues have been dealt with. In this study, the researcher has clarified the bases of a comparative theory which draws in the first two chapters a non biased picture of the reality of the U.A.E. with respect to the issue, subject of the study. Then she conducted a field study to prove her theoretical hypothesis, on delinquents, and on alcohol and drug addicts. In the first chapter of the book, she focused mainly on the definitions of the Social Defense and the theory she adopts in the study, its main trends, its relation with criminal policy, philosophy and the principles it is based upon, in addition to its goal‘; principles, types, fields, and the most eminent organizations on the international and Arab World levels. In the Second chapter, she described the features of the society she is studying, including the geographic and historical aspects, and the different phases of evolution up to date. She has mainly stressed the method to deal with the circumstances of the social defense in the U.A.E., and she gave analytical information, government and statistical data about the status of women, children, handicapped, education of people with special needs, the law of civil status, and some skill and social development centers in the U.A.E. The third chapter is a field study which reflected the circumstances of the society, subject of the study, and showed the urgent need to adopt the advanced research methods to reduce the inconveniences and negative impacts on the behavior of the individuals and groups, in a society which engulfs a great number of expatriates who belong to different, even incompatible cultures, whereas the country is keen to catch up with the economic evolution after the pattern of the wealthy countries which have good ties with the U.A.E. This study is the foundation for further studies needed on many subjects, and with different aspects, given that the U.A.E. experience is still new, and there are not a lot of U.A.E. nationals specialized in social studies, in comparison with the other specializations. Moreover, the study has ensured a start-up point for the tackling of several issues on the U.A.E. society, and improvement of the opportunities to have access to scientific sources that talk about the people away from the advertisement purposes issued by government concerns to expose their respective activities without any reference to the complex issues, and obstacles and other matters related to the social infrastmcture as a whole.
