دور التخطيط والإدارة الإستراتيجية في تطوير الأداء بقطاع التعليم العالي بالسودان : دراسة حالة جامعة النيلين

Abstract

مستخلص البحث: تناولت الدراسة دور التخطيط والإدارة الإستراتيجية في تطوير الأداء بقطاع التعليم العالي (دراسة حالة جامعة النيلين) وقد أصبح من الأهمية بمكان تطبيق الإدارة العلمية الحديثة ، والتنادي بتبني وتطبيق الإدارة الإستراتيجية حيث إرتبط تطبيقها بتطور الأداء وكفاءته وبالتالي جودة وتحسين الخدمة المقدمة وقوة الوضع التنافسي للجامعة كمرفق إستراتيجي هام وحيوي. إفترضت الدراسة أن هنالك عوامل متعددة منها ما هو سياسي وإقتصادي وبيئي أدت إلى تدنى أداء التعليم العالي وتقاعسه وركوده وضعف بنيته التحتية مما يستوجب ويحتم تطبيق إدارة إستراتيجية بقطاع التعليم العالي لتحقيق أهدافه ، مع ضرورة توفير التمويل اللازم بشقيه المحلى والأجنبي خاصة بعد أن أدى غياب الخطة الإستراتيجية إلى عجز التعليم العالي وبالتالي عجز الجامعات ومواردها الذاتية من الوفاء بالتزاماتها وتطوير بنيتها التحتية ودعمها بالموارد المادية والبشرية المؤهلة. وتناولت الدراسة من خلال الإطار العام للدراسة مشكلة البحث والتي تتمثل في غياب الإدارة الفاعلة والتخطيط الإستراتيجي لحل مشكلة التعليم العالي المتمثلة في ضعف وتراجع مستويات الخريجين.وأوضحت الدراسة غياب الإدارة العلمية الحديثة، ولتفعيل وتطوير هذا القطاع الهام حتى يحقق أهدافه ورسالته التي من اجلها أنشئت الجامعات،لابد من تطبيق خطة إستراتيجية لانتشالها من الوضع المتدني الذي ألت إليه كما كشفت الدراسة الميدانية عن وجود عدة عوامل من أهمها العوامل المالية والإدارية أدت إلى التراجع الكبير والواضح في أداء مخرجات التعليم العالي. كذلك كشفت الدراسة عن غياب الخطة الواضحة والفاعلة لمعالجة أسباب هذا التدهور في أهم قطاعات التنمية والتطور. كما أوصت الدراسة بأهمية تطبيق الإدارة الإستراتيجية ووجود الكادر الإداري المؤهل بالخبرة العلمية والعملية والإهتمام بالبحث العلمي من حيث التمويل والرعاية والتطبيق.

Abstract the study dealt with the role of strategic planning and management in the development of performance in the higher education sector . “case study alnelain university “ it has became very important to apply modern scientific management and adopt the adoption and implementation of strategic management where it is application was related to the development of performance and efficiency and thus the quality and improvement of the service provided and the strength of the competitive position of the university as important and vital strategic facility the study hypothesized that there are several factors including political economic and environmental , with led to the low performance of the higher education of it is infrastructure which necessitates and necessitates the implementation of the higher education to achieve it is objective with the need to private funding in the both local and private especially after the absence of the strategic plan to the inability of university and their own resources to meet their obligation and develop their infrastructure and support them with qualified human and material resources the researcher discussed the research problem in the general framework of the study , with is the absence of effective management and strategic planning to solve the problem of higher education with is the weakness and decline of graduates the researcher explained the lack of modern scientific management and to activate and develop this important sector in order to achieve it is goals and mission for which the university were established and it is necessary to implement strategic plan to lift them form the low status , the study also revealed the existence of several factors , the most important financial and administrative factors led to a significant decline in performance in the out puts of higher education the study also revealed the absence of clear and effective plan to address the causes of this deterioration in the most important sectors of development . the study also recommended the importance of the implantation of strategic management and the presence of administrative cadres qualified by scientific and practical experience and interest in scientific research in terms of funding and application.
