دور التخطيط الاستراتيجي في تطوير الأداء "دراسة حالة بنك الثروة الحيوانية"

Abstract

هدفت هذه الدراسة إلى التعرف على المشاكل والمعوقات التي تؤثر على ممارسة التخطيط الإستراتيجي بالمصارف وتقديم بعض التوصيات والمقترحات لإدارة بنك الثروة الحيوانية يمكن توضيح المشكلة من خلال السؤال الرئيسي التالي : إلى أي مدى يؤثر ما التخطيط الاستراتيجي في تطوير الاداء بالمصارف السودانية وتتفرع منها أسئلة فرعية هي ، ما مدى الإلمام والمعرفة بمفهوم وأهمية التخطيط الاستراتيجي وهل البنك قادر على إعداد خطط استراتيجية فعالة وهل يؤدي تطبيق التخطيط الاستراتيجي إلى تطوير الأداء وما هي المحددات العوامل التي تؤثر على التخطيط الاستراتيجي.

كما قامت هذه الدراسة على اختبار الفروض المتمثلة في : توجد علاقة ذات دلالة إحصائية بين الإلمام والمعرفة بمفهوم التخطيط الاستراتيجي وتبني أسلوب التخطيط الاستراتيجي في البنك وتوجد علاقة ذات دلالة ذات دلالة إحصائية بين تطبيق الخطط الاستراتيجية وتطوير الأداء وأيضا توجد علاقة ذات دلالة إحصائية بين العوامل المؤثرة على التخطيط الاستراتيجي وتطوير الاداء.

استخدمت الدراسة المنهج الوصفي وأسلوب دراسة الحالة وتوصلت الدراسة إلى مجموعة متن النتائج منها ، بينت الدراسة أن الرقابة الفعالة على الخطط الاستراتيجية ساهمت في تصحيح الانحرافات من خلال معرفة جوانب القوة والضعف في الاداء بالبنك كما كشفت الدراسة ان ضعف الموارد المالية المخصصة للتخطيط الاستراتيجي يؤثر سلباً على الاداء . قدمت الدراسة عدد من التوصيات اهمها ضرورة تطوير نظام الرقابة على الخطط الاستراتيجية لمعرفة جوانب الضعف والقوة وايضاً ضرورة تخصيص موارد كافية لعملية التخطيط الاستراتيجي ببنك الثروة الحيوانية.

This study aimed to identifying problems and obstacles that affects practicing strategic planning in banks, and at providing some recommendations and proposals to manage Sudan Animal Resources Bank. The problem of study is about the question that to what extent that strategic planning can affect developing performance in Sudan banks. The problem of study can be illustrated by the following question which has sup questions, is the bank able to make effective strategic planning? Does application of strategic planning lead to development of performance? What are the determinants and factors that affect strategic planning?.

The study is based testing hypotheses that there is a relation of statistic indication between education and knowledge about concept and importance of strategic planning and adopting method of strategic planning in the bank, there is a relation of statistic indication between application of strategic planning and performance development, and there is a relation of statistic indication between determinants and factors that affect strategic planning and performance development.

The study used descriptive method and case study method to reach the following findings; the study showed that the effective supervision on strategic planning contributed in correcting deviations through identifying sides of strength and weakness in performance at the bank, it also showed that shortage of financial resources specified for strategic planning negatively affect the performance.

The study provided many recommendations such as necessity to develop system of supervising strategic plans to identify strength and weakness points, as well as necessity to specify sufficient resources for process of strategic planning in Sudan Animal Resources Bank.
