دور الاستثمار الاجنبي فى التنمية الاقتصادية

Abstract

المستخلص تناول البحث دور الاستثمار الاجنبي فى التنمية الاقتصادية خلال الفترة من 2004- 2013، وتتمثل مشكلة البحث فى ضعف التدفقات النقدية الاجنبية وتعتبر من أهم العقبات التي تعوق عملية التنمية فى الدول النامية بصورة عامة والسودان بصورة خاصة مما انعكس بشكل كبير على تعطل مشاريع التنمية الاقتصادية فى السودان مما كان له الأثر السلبي على النمو الاقتصادي ومستوي إلا سعار والعمالة. هدفت الدراسة إلى بيان البيئة الاستثمارية و معرفة الدور الذي يؤديه الاستثمار الاجنبى فى التنمية الاقتصادية خلال فترة الدراسة وعلية لابد من بيان الأثر الناتج من الاستثمار الاجنبي فى الناتج المحلى الإجمالي، وايضا بيان أثره على المستوى العام للأسعار و التجارة الخارجية بالتركيز على الصادرات البترولية ومعرفة مدى ساهم الاستثمار فى زيادة حجم العمالة. كما افترض البحث بان ساهم الاستثمار الأجنبي فى إجمالي الناتج المحلي والعمالة والمستوى العام للأسعار والصادرات فى السودان . و اتبع البحث المنهج الوصفي التحليلي في دراسة الظاهرة وقراءة المعلومات والبيانات وتم الحصول علي البيانات من مصادر ثانوية (المراجع والكتب والرسائل العلمية والمنشورات والتقارير) التي تناولت الظاهرة وعلى المصادر الأولية مثل الملاحظات المباشرة وخبرة الباحث. ومن أهم النتائج التى توصل إليها البحث ساهم الاستثمار الاجنبي فى اجمالى الناتج المحلى خلال الفترة ا من 2004-2013، ولكن رغم الإضافة التى ساهمة بها الاستثمار الاجنبي إلا أنها ضعيفة جدا بلغت فى المتوسط خلال الدراسة حوالي 2% وتعتبر نسبة إضافة قلية جدا لا تحقق تنمية كبيرة . ومن أهم التوصيات ،العمل على تهيئة البيئة الاستثمارية المناسبة لجذب اكبر حجم للاستثمارات الاجنبية وذلك من خلال الاهتمام بالبنيات الأساسية وسن القوانين والتشريعات الاستثمارية المشجعة للمستثمر الاجنبي وإزالة التعارض بين القوانين الاستثمارية والقوانين الاخري ذات الصلة. Abstract The research dealt with the role of foreign investment in economic development during the period from 2004 -2013. The research problem is in the ongoing weakness and is considered one of the most important obstacles to development in the developing countries, a process in general and Sudan in particular cash flows. Which reflected significant crashes on economic development projects in Sudan, which had a negative impact on economic growth, and the level of prices and employment. The study aimed to release the investment environment and the role that foreign investment plays in economic development during the study period, and it is essential to explain the resulting impact of foreign investment in GDP. And also indicate the impact on the general level of prices and foreign trade by focusing on oil exports and know the extent of foreign investment contribution in increasing the volume of employment. The study also assumed that there is a positive impact of foreign investment on development , employment , the general level of prices and exports in Sudan. The study has followed descriptive analytical method to study the phenomenon and read the information and data, and data were obtained from secondary sources (references, books , scientific papers , publications and reports) that dealt with the phenomenon and researcher experience. One of the main results that the foreign investment contributed to the increase of economic growth during the study period, but despite the added contributed by foreign investment, but it is a very weak averaged during the study about 5.22 percent and is considered the proportion of very few add no check big development . The most important recommendations is to work on creating the right investment environment to attract larger volume of foreign investment. And through attention to basic data and development of laws and encouraging investment regulations to the foreign investor and the removal of the discrepancy between the investment and other relevant laws and regulations
