تطوير منصة التصويت الإلكتروني بالتطبيق على إنتخابات رئاسة الجمهورية

Abstract

المستلخص تشكل تقنية المعلومات والاتصالات القوة الدافعة الرئيسة لرسم ملامح القرن الحادي والعشرين ، وسينعكس تأثيرها على نمو الاقتصاد العالمي ، المجتمعات المدنية والحكومات بصفة عامة وعلى حياة الناس بصفة خاصة. وان دخولها في المجال السياسي يعد الاكثر تأثيرا على حياة المجتمع ، اذ دخلت العملية الانتخابية بكافة مراحلها لضمان الكفاءة والدقة والسرعة في انجازها . وتعتبر العمليات الحالية لإجراء الإنتخابات التقليدية معقدة ومتداخلة وذلك بسبب الإعتماد على النظام الورقى مما يجعل العمليات الإنتخابية معرضة الى نسبة عالية من التزوير، وتستلزم كل عملية من العمليات الإنتخابية الكثير من الوقت والجهد،مما يؤدى الى عزوف الكثير من المواطنين فى المشاركة فى العملية الإنتخابية، وتحتاج الى تكلفة عالية فى التشغيل واتمام تلك العمليات. تهدف الدراسة الى تطوير تطبيق ويب يتم جمع كل العمليات الخاصه التى يقوم بها المواطن فى نظام واحد وعبر بيئه واحده لإتمام كافه العمليات من التسجيل فى سجلات الناخبين مرورا بعملية التصويت من خلال النقر او الضغط على رمز المرشح وتاكيد عملية الإقتراع وصولاً الى معرفة النتائج من خلال هذا النظام المبنى على خدمة الويب فيمكن هذا النظام جميع المواطنين فى اي مكان وزمان المشاركة فى العملية الإنتخابية بكل سهوله ويسر. وقد استخدم فى تطوير النظام لغة PHP مع الإستعانة بتقنيات الAjax و JQuery وغيرها من التقنيات الحديثة وتم إعتماد نظام إدارة قاعدة البيانات MySQL فى إدارة بيانات النظام. وقد اسهم هذا النظام فى تبسيط العمليات الإنتخابية وحمايتها والتقليل من نسبة عمليات التزوير و ساعد النظام فى إستقطاب مزيد من الناخبين وخاصة فى اواسط الشباب.

Abstract Information and communication technology (ICT) is the main driving force for shaping the 21st century. Their impact will affect the growth of, the global economy, civil societies, governments in general, and the lives of people in particular their entry into the political sphere which is the most influential on the life of society. As (ICT) entered the electoral process in all stages it will ensure efficiency, accuracy, and speed in the completion. Current processes for conducting traditional elections are complex and overlapping due to reliance on the paper system that makes electoral processes prone to high fraud. Each electoral process requires a lot of time and effort, leading to the reluctance of many citizens to participate in the electoral process, and need a high cost in the operation and completion of those operations. In this system, all the special operations carried out by the citizen were collected in one system and across one environment to complete all operations from voter registration to voting by clicking on the candidate code and confirmation of the polling process, and to know the results. This system is built on the web service. This system enables all citizens in any place and time to participate in the electoral process with ease and pleasure. To develop this system PHP language has been used, with the use of Ajax and JQuery techniques and other modern technologies have been adopted. MySQL database management system has been used in the management of system data. This system has contributed to the simplification and protection of electoral processes and the reduction of the proportion of fraud and helped the system to attract more voters, especially among the youth.
