اقتصاديات المياه بولاية شمال كردفان دراسة حالة محلية شيكان في الفترة من 2003-2014م

Abstract

ملخص البحث يتناول هذا البحث اقتصاديات المياه بصفة عامة في العالم وفي منطقة الدراسة "ولاية شمال كردفان" بصفة خاصة.حيث الولاية تعاني من مشكلة إمداد مائي دائم بسبب اعتمادها علي مياه الأمطار والمياه الجوفية، وارتفاع كلفة التشغيل " تكلفة إنتاج المتر المكعب"، كما أن الموارد المائية في الولاية متنوعة الاستخدامات حيث تستخدم في الأغراض البشرية وري الأراضي الزراعية والصناعات ومختلف المشروعات التنموية ، ونسبة لأهمية للموارد المائية لابد من ضرورة استغلالها الاستغلال الأمثل عن طريق حصر ورصد مصادر المياه والعمل علي تنميتها والمحافظة عليها وتسعيرها لتحديد التكلفة الفعلية للمتر المكعب الأمر الذي يحتاج إلى معرفة اقتصاديات المياه ودراسة كيفية معالجة مشكلاتها والاستفادة من المياه بالولاية. تنبع أهمية البحث لأهمية المواضيع التي تتعلق بالموارد المائية ومشكلاتها الراهنة واللاحقة وأهمية الإمداد المائي للتنمية الاقتصادية المستدامة باعتباره الأساس لكافة الأنشطة الإنسانية والإنتاجية والاقتصادية. فمنطقة الدراسة تعتريها كثير من المعوقات المتعلقة بالمياه وتحد من النشاط الإنساني وتقف عقبة أمام تقدمه ونهضته. أَتبعت هذه الدراسة المنهج الوصفي التحليلي، والذي أَهتم بوصف الجوانب المتنوعة لاقتصاديات المياه بولاية شمال كردفان محلية شيكان، بهدف التوصل إلى نتائج منطقية تمكن من وضع تصور ومقترح حلول لمشكلة الدراسة. إن الولاية تذخر بموارد مياه كبيرة سطحية كانت أم جوفية ولكن تعتري هذه الموارد كثير من المعوقات تتمثل في معوقات طبيعية و تقنية و اقتصادية وبشرية مؤسسية نتيجة للبيئة الهشة بالولاية وطبيعة الأرض والمناخ وضعف إدارة المياه والنمو السكاني والنزوح والهجرة من ولايات الجوار وسوء استخدام المتاح من المياه. أوصت الدراسة بضرورة حوكمة المياه وتطبيق القيمة الاقتصادية للمياه و التطوير الإداري و الاستثمار وتفعيل الرقابة وتحسين إدارة المياه والبحث العلمي وتنمية مصادر المياه المتجددة وغير التقليدية تعزيز المحافظة على المياه وحماية المصادر المائية. This research deals with water economies in the world and study the state of north Kordofan region in particular, where the state suffers from the problem of the supply of water sustainability because of dependence on rainwater, groundwater and rising operating costs and the cost of production per cubic meter.

As the water resources in a variety of uses of the state where they are used for human, agriculture and industrial projects and various development projects. An increasing population growth and internal displacement and migration from the neighboring of states led to an increase in consumption than available resources. The importance of the water resources has led to the need optimal utilization through inventory and monitoring of water sources and work on the development, conservation and pricing to determine the actual cost per cubic meter, in order needs to know the water economics and the study how to deal with its problems and take advantage of them.

The importance of the research explains importance of the subjects that related to water resources and problems of the current and future water supply and the importance of the sustainable economic development as the foundation for all humanity, productivity and economic activities.

The area of study riddled with a lot of obstacles related to water and limit human activity that stands obstacle to progress and development. The study followed the descriptive and analytical method and which cared for diverse aspects of the economics of the water in north Kordofan state in order to reach a logical result able to conceptualize and propose solutions to the problem of the study.

The state abounds many water resources surface water and groundwater, but these recourses faced with many obstacles which are normal, natural, human , technical, economical and institutional as result of the fragile state environment and the climate and poor water management growth and population displacement, and migration from the neighboring states and misuse of the available water .

The study recommends the need for water governance and the application of the economic value of water and the development of the administrative investment, and improve water management, tackling scientific research and development of renewable sources of water and non-conventional and promote water conventional and promote water conservation and production of water sources.
