Abstract
The study of Administrative Supervision and its role in achieving the objectives
of the construction projects and construction, aimed to determine the impacts of
management through its roles in general, including supervising the
implementation mechanism of the engineering projects in the Hashemite
Kingdom of Jordan and what are the most important observations, the
strengths, and the weaknesses in the implementation of the projects in Jordan,
and what are the most important recommendations that can be made to
promote this important sector. Furthermore, the researcher used an empirical
study on some construction projects in the Kingdom of Jordan. The researcher
also used the descriptive analytical approach to the reality of the engineering
projects and housing projects to describe the situation through the collection of
information and data, organizing them, and then processing the organized date
using the statistical software (SPSS). Consequently using the software different
results were determined and relationships between them were identified as well
as analysis was completed to determine the most important findings and
recommendations.
The researcher has adopted a list of survey - questionnaire - to obtain
information and initial data. Eighty (80) questionnaires were distributed on the
active members of managers, engineers, technicians, contractors and some of
the staff in the engineering companies, construction companies, and housing.
The study involved mainly the private sector, as well as the private and mixed
sectors. Fifty eight (58) questionnaires were collected which represents 72.5 %
from the original sample.
The study focused on the following assumptions:
- There is a relationship with statistical significance between the application of
management roles and the quality of project implementation.
- There is a relationship with statistical significance between the role of
regulation and supervision and the achievement of project objectives.
- There is a relationship with statistical significance between the efficiency of
administrative supervision and achieving the targets set for these projects.
The results of the data analysis show that there is a relationship with statistical
significance between the organization, supervision, and implementation phases
of the project. Moreover, the study also shows that there is a relationship with
statistical significance between the available material and human resources and
the management of the project. In addition, the study shows that there is a
relationship with statistical significance between the working groups and the
project management. However, the study did not show a direct relationship
between planning and project management. But the study also shows that
large companies apply management roles of planning, supen/ision, follow-up,
organizing and securing resources required for projects more than medium-
sized and small companies.
The following were deduced from the study after the data analysis and the
obsen/ations and conclusions made by the individuals who are responsible for
the engineering projects in Jordan:
- Negatives: Most importantly are the deficiencies in funding the projects and
the lack of efficient administrative staff in some projects, and there is a
weakness in the planning of work stages. Furthermore, there is a lack of
availability of efficient and well-trained labour, and a lack of material and moral
incentives and rewards.
- Positives: There is an excellent return on the business of construction and
housing projects. ln addition the companies that rely on securing the efficient
administrative staff and that also relies on the concept of training and upgrading
the level of their employees will reduce the waste of resources and they will
reduce the cost of the estimated values in the preliminary study of the project.
- The Obsen/ations and Recommendations: lt is essential to rely on the
planning and supervision in all of the phases of work, and to stay away from
improvisation in decision-making, amendments, and the- continuous changes
that will increase the material costs, the required time, and will lead to confusion
in the execution of the project. It is also essential to conduct supervision,
organization, follow-up, selection of a more efficient staff, rely on the concept of
training and to develop competencies to raise the level of quality and
competition in the labour market and give attention to the consent of the
workers on the projects by providing moral and material incentives, and
avoiding favouritism in recruitment and hiring, and one of most important
recommendations is to secure cash flows for all phases of the project.
