اثر المخصصات المالية في الموازنة العامة على كفاية وفعالية الأداء التنموي للسلطات المحلية في الجمهورية اليمنية دراسة حالة محافظتي لحج وعمران (2002- 2009م)

استهدف البحث تحليل أثر المخصصات المالية في الموازنة العامة على كفاية وفاعلية الأداء التنموي للسلطات المحلية في اليمن خلال الفترة (2002- 2009م) دراسة حالة محافظتي لحج وعمران. اعتمد البحث في تحقيق على منهج تحليل النظام بشقية التاريخي والوصفي والتحليلي بالإضافة إلى استطلاع الآراء حول الموضوع من خلال استبيان أراء المبحوثين.

أشتمل البحث على مقدمة وستة فصول وخاتمة. تناول الفصل الأول المفاهيم المتداخلة للإدارة والإدارة العامة والتنمية ، وتناول الفصل الثاني اللامركزية والحكم المحلي. وتناول الفصل الثالث السلطات المحلية في اليمن(النشأة والتطور التنظيمي والإداري والمالي) وتناول الفصل الرابع تطور أداء لسلطات المحلية في اليمن ، وتناول الفصل الخامس كفاية وفعالية الاداءالمالي والإداري في الوحدات المحلية بمحافظتي لحج وعمران ، في حين خصص الفصل السادس والأخير للبحث الميداني بمحافظتي لحج وعمران لتقيم كفاية وفاعلية أداء السلطات المحلية وفقاً لأراء المبحوثين.

وتوصل البحث إلى وجود عدد من العوامل أثرت في كفاية وفاعلية أداء أجهزة السلطات المحلية منها ضعف مقومات ومرتكزات مرحلة التطبيق والممارسة الفعلية لنظام السلطة المحلية ،سيطرة المخصصات المالية "الدعم المركزي" وعدم تناسب المعايير المستخدمة في توزيع الدعم ،بالإضافة إلى وجود مجموعة من المشاكل والمعوقات واجهت أداء السلطات المحلية خلال التطبيق والممارسة بمحافظة لحج وعمران أثرت سلباَ على تحقيق كفاية وفعالية أدائها التنموي والتي تحددت وفقا الآراء المبحوثين إلى مجموعتين رئيسيتين المجموعة الأولى مجموعة مشاكل ومعوقات متعلقة بالجوانب المالية محتلة المرتبة الأولى بأهمية نسبية بلغت "60%" وتترتب حسب أهميتها داخل مجموعتها إلى مايلى :

شحة الموارد المالية والمحلية "الذاتية"بأهمية نسبية بلغت(40%) ،عدم كفاية الموارد المالية المحصلة في الوحدات الإدارية بأهمية نسبية بلغت(35%) ، ضعف التحويلات المركزية وصعوبة تحصيلها بأهمية نسبية بلغت (25%) . وبالنسبة للمجموعة الثانية وهى مشاكل ومعوقات متعلقة بالجوانب الإدارية والفنية محتلة المرتبة الثانية بأهمية نسبية بلغت (40%) وتترتب حسب أهميتها داخل مجموعتها إلى مايلى :

ضعف التنسيق الراسي والأفقي بين الوحدات الإدارية المحلية والأجهزة المركزية بأهمية نسبية بلغت (37%)، نقص الكوادر الفنية والإدارية بأهمية نسبية بلغت(35%)،عدم وضوح الاختصاصات في عملية الضرائب ورسوم التحصيل بأهمية نسبية بلغت (28%) .

وخلصت الدراسة إلى ضرورة العمل على تنمية وتطوير أداء أجهزة السلطات المحلية وإعطاء السلطات المحلية حكما محليا له كافة الصلاحيات في الحكم والإدارة التي بدورها تؤثر في كفاية وفاعلية الأداء مع العمل على تنمية الموارد المحلية الذاتية .

ABSTRAC

The research purpose is to analyze the impact of financial allocations of the general budget, on the development performance adequacy and effectiveness of local authorities in Yemen during the period (2002 - 2009 AD).

Lahj and Amran governorates as a case study. The research depend on achieving the investigation on method analysis system, on both descriptive and historical, as well as to solicit opinions on the subject through a questionnaire the views of respondents.

The research included an introduction and six chapters and a conclusion. The first chapter discusses the overlapping concepts of management, public administration and development, the second chapter discusses decentralization and local governance. The third chapter discusses local authorities in Yemen (origin, administrative and financial development). Chapter IV discusses the performance of local authorities' evolution in Yemen, Chapter V discusses Financial and administrative adequacy and effectiveness in local units, at Lahj and Amran governorates, while sixth chapter dedicated to the field of research at Lahj and Amran governorates to assess efficiency and effectiveness performance of local authorities in accordance with the views of respondents.

The results indicate the presence of a number of factors had affected the efficiency and effectiveness of local authorities department performance, including weakness of implementation procedure and mechanism, overwhelming nature of central government fund, and inappropriate criteria for fund allocation. In addition to many problems and obstacles that interfaced the performance of local authorities in lahj and Amran governorates which had a negative impact on their achievement of maximum efficiency and effectiveness concerning their developmental role.

According to the answer of responder about questions exploring these problems and obstacles, There are two main groups:

The first group of problems and obstacles, which had the major impact, with relative important of 60% , was related to the financial issues which have been ordered according to their important inside their group as follows:

Scarcity of local revenues. with relative important of40%.

In effectiveness of local revenues in administrative units, with relative important reached 35% .

Inadequate and difficulty in collection of central fund, with relative important of 25%.

The second group of problems and obstacles was related to technical and managerial issues, with relative important of 40%, which have been ordered according to their important inside their group as follows:

Insufficient vertical and horizontal coordination between local administrative units in one hand and the central system in other hand, with relative important reached 37% .

Shortage of technical and managerial cardre, with relative important of 35%.

Lack of clearly stated responsibilities in the process of taxing and revenues collection, with relative important of 28%.

The current study concluded that, there is a real necessity for improvement local authorities of performance to enabling them to master their responsibilities with sufficient governance and management capacity which will affect the effectiveness and efficiency of their performance.

Also there is a real need for enhancing local revenues of these local authorities.
