تطوير نظام لتحصيل الإيرادات الجمركية (بالتطبيق على بنك الأسرة وهيئة الجمارك السودانية)

تتجه العديد من الدول إلى إدخال التكنولوجيا المعلوماتية على كافة الأعمال الحكومية التي تقوم بها، وذلك بهدف التخلص من سلبيات العمل الإداري وتفعيل النظام المعلوماتي، الأمر الذي ادى الى استحداث مفهوم الحكومة الالكترونية التي تهدف إلي ربط المؤسسات بعضها ببعض وكذلك ربط مختلف خدماتها بالمؤسسات الخاصة والجمهور ووضع المعلومة في متناول الأفراد وذلك لخلق علاقة شفافة تتصف بالسرعة والدقة وتهدف للإرتقاء بجودة الأداء. تعاني الأنظمة المالية الايرادية الخاصة بالهيئة العامة للجمارك السودانية من مشاكل الأنظمة التقليدية اليدوية في إجراء عملية تحصيل إيرادات الرسوم الجمركية والمتمثلة في بطء الإجراءات واستهلاكها للكثير من الوقت والجهد، ووجود تلاعب إداري في الإيرادات بسبب عدم الشفافية. تم تطوير نظام محوسب يتيح خدمات الدفع الالكتروني لعملاء هيئة الجمارك السودانية من خلال ربط هيئة الجمارك ببنك الأسرة تسهيلاً لتحصيل ايرادات المعاملات الجمركية وفق الاسس والمعايير المالية المصرفية وتماشياً مع توجهات الحكومة نحو توفير خدمات الحكومة الالكترونية وتحقيق الشمول المالي. تم استخدام المنهج الوصفي التطبيقي لتطوير النظام كما تم الإستفـادة من التسهيلات و الفوائد التـي يقدمها إطار عمل الـ .NET لتصميم نظام يعمل في بيئة الويب يتصل بواجهة ربط API خاصة بهيئة الجمارك تساعد موظفي الجمارك في تقليل أخطاء عمليات السداد وتحقيق مبدأ الشفافية عبر إضافة الإيرادات المالية بحساب الجمارك لدي البنك المركزي. وفر النظام المطور الكثير من الوقت والجهد والمال المضاع بسبب النظام اليدوي المستخدم، كما قلل من الأخطاء الإدارية واتاح مساحة كبيرة من الشفافية المالية وبالتالي تحسين الأداء الاقتصادي للدولة. يوصي الباحث بتطوير النظام لتحقيق مفهوم الحكومة الالكترونية الذكية وجعله يعمل على بيئة الهواتف الذكية.

Abstract

Many countries tend to introduce information technology to all governmental work that they carry out, with the aim of getting rid of the negatives of administrative work and activating the information system, which led to the development of the concept of e-government, which provides to link institutions to each other, as well as linking its various services to private institutions and the public and developing The information is within the reach of individuals in order to create a transparent relationship characterized by speed and accuracy and aims to improve the quality of performance. The revenue-generating financial systems of the Sudanese Customs Administration suffer from the problems of the traditional manual systems in the process of collecting customs duties revenues, which are represented in the slow procedures and consumption of time and effort, and the presence of administrative manipulation of revenues due to lack of transparency. A computerized system has been developed that provides electronic payment services to Sudanese Customs Administration customers by linking the Customs Administration with the Family Bank in order to facilitate the collection of customs transaction revenues in accordance with the financial banking foundations and standards and in line with the government's directions towards providing e-government services and achieving financial inclusion. The applied descriptive approach was used to develop the system, and the facilities and benefits provided by the .NET framework were used to design a system that works in the web environment and connects to the API interface of the Customs Administration that helps customs officials to reduce errors in payment processes and achieve the principle of transparency by adding financial revenues to custom account at the central bank. The developed system saved a lot of time, effort, and money wasted due to the manual system used. It also reduced administrative errors and provided a large area of financial transparency, thus improving the national economic performance. The researcher recommends developing the system to achieve the concept of smart e-government and upgrade it to an application that can work in smartphones.
