الآثار الاقتصادية والسياسية للنزاعات الأفريقية (دراسة حالة السودان -منطقة جنوب كردفان )

Abstract

مستخلص يتناول هذا البحث النزاعات الإفريقية وآثارها على الأوضاع الأقتصادية و السياسية حيث تشكل الصراعات و الحروب الأهلية في أفريقيا إحدى الظواهر الخطيرة التي لها جذورها التاريخية و محدداتها الجغرافية و السياسية و الاقتصادية ولا تعتبر الصراعات المسلحة أو الحروب الأهلية الناجمة عن الأختلافات العرقية و غيرها ظاهرة جديدة بل تعتبر إمتدادا لما شهدته القارة الإفريقية قبل الاستقلال و بعده فأكثر النزاعات التي حدث بالعالم كانت بافريقيا اضافة الى حالات التطهير العرقي و المذابح الجماعية. وتتضمن هذه الدراسة في اشكال النزاعات السياسية و العرقية التي حدثت في الدول الافريقية و التي خلقت من ورائها كثيرا من الاثار السالبة التي التي إنعكست علي الشعوب الإفريقية من تخلف وفساد الأنظمة السياسية وفساد إجهزة الحكم و لقد عرفت إفريقيا في أجهزة الإعلام العالمي بالنزاعات والحروبات والإضرابات السياسية وأغلب الدول الإفريقية ما زالت تعاني من ويلات الحروب الأهلية التي كانت السبب الاساسي في الفقر و المجاعات و الامراض و التخلف و الجهل ، و ادت التطورات الإقتصادية و السياسية والثقافية الجديدة (المتعلقة بالعولمة ) إلى لجوء الجماعات الأثنية والدينية والثقافية للخروج من إحترام سيادة الدولة و أنحسرت تلك السيادة في مطالبة الجماعات و اتجاهها إلى الإنفصال عن الدولة والدخول في حروب أهلية بحثا عن التأمين الذاتي و اتخذت ذلك صورا مختلفة شملت الإقلابات العسكرية والحروب الاهلية والحركات الانفاصلية و غيرها مما جعل هذه الجماعات تميل الى إنتماءاتها أكثر من ولاءها الدول القومية و تمثل مصدر من مصادر الفوضى و الإضطراب في العلاقات و تهديد الامن و السلم بحكم الطبيعة القبلية التي تتميز بها القارة و أخذت الدراسة في محورها الاخير من الأساسية و الهامة للنزاعات وهي إتباع سياسة اقتصادية رشيدة تحقق النمو و التقدم الاقتصادي و الذي يحقق الاستقرار والرفاهية الاجتماعية و يجب احترام الاتفاقيات الخاصة بالنزعات او وقف اطلاق النار او بحقوق الاجئين و توفير سبل الحياة الكريمة التي تحفظ حقوق المراة و الطفل بإعتبارهم المتضرر الاول من تلك الحروب و النزاعات و ان جهود السلام و الأمن تأتي إلا بجهود أفريقية و حلول أفريقية حتي يمكن للقارة أن تقف على قدميها و تحتل مكانتها بين القارات و تحتاج إلي نضال متواصل يحقق صياغة قيم تحترم حرية الشعوب و تهتم في تقديمها لحضارة إنسانية راقية . الإهتمام بالتعليم فهو اكثر ملائمة التفاهم والتاسمح الأثنى كما ان التوعية و النتوير في وسائل الإعلام يخلق شعورا بالهوية الوطنية بحيث تتجاوز الولاء الاثنى.

ABSTRACT The research Studies the Africa conflict and affects in the in economic and political situation the conflicts and the civil war in Africa are the most dangerous phenomenon which has the historical roots geographical Political and economic dimension. The armed conflicts or the civil war that are caused by ethnic difference and other are not considers new phenomenon but considers as consequences of what has happened in Africa per declaration of independence .most of the conflicts in the world have happened in Africa in addition to the ethnic cleansings and the massacres with the changes in international new order. The importance of the study lay in the forms of political and ethnic conflicts which have blown off all the African countries and left behind negative effects which reflect on African nations (people) such as retardation .struggle over power and corruption of political regimes and this are the main reason of the economic retardation. Africa has been known in all the inter atonal media with disputes war and political disturbances .Most African countries still suffering from the civil war woes which are the main reason of poverty . Famines diseases retardation and ignorance. The new economical political and cultural developments (which are related with globalization) led the ethnic and religious groups resorting to unrespecting of the country sovereignty. Entitled in the claims of the factions and the demands for the independence for the authorities and other factions of similar claims which are more loyal to their ethnicity than to the country. This phenomenon is considered to be the main reason for the anarchy and instable relations among countries which is characterized by its tribal nature in Africa. The study has come up to this conclusion of the basic consequences of conflicts the recommendations of the research so as to match the consequents we have to follow and idea economic policy to achieve development and progress in economy which in its part will bring social stability and welfare . Agreements concerning the conflicts and cease fire humanitarian charts should be highly respected so as to maintain and copy with international humanitarian law standards that can fig rout statues of women rights and children as most victimized sectors in the wars and conflicts. The goals of achieving peace and security can only be realized by African efforts and resolutions which will enable the continent to revive again among the continents of the globe. Africa need continues strive to achieve a valuable aim which respects nation freedom and to presents it to high human civilization. The education is important to enhance the understanding and ethnic toleration, and awareness programs to be presented in the media, meaning that will help to create the national identity as transcend the ethnic loyalty.
