دور الادارة الالكترونية فى مؤسسات التعليم العالى (دراسة تحليلية التقديم الإلكترونى للجامعات)

Abstract

المستخلص جاءت هذه الدراسة بعنوان ، دور الإدارة الإلكترونية فى مؤسسات التعليم العالى_دراسة تحليلية التقديم الإلكترونىللجامعات, وتأتى أهمية الدراسة من أن التقديم الإلكترونى ، قد أحدث تطوراً هائلاً بالنسبة للمجتمع الطلابى، وكذلك رؤية الدولة فى التحول إلى الحكومة الإلكترونية. نظراً لثورة التقنية الرقمية والاستفادة منها، حيث أصبح دوراً كبيراً فى تحويل التقديم من استمارات ورقيةإلى استمارات إلكترونية، لما تملكه من قدرات ومقومات الوصول والنفاذ للمجتمع عامة والعنصر الطلابى خاصة. افترضت الدراسة أن هنالك أثر للتقديم الإلكترونى على الطالب الجامعى، كما أن هناك تطوراً تقنى فى الأجهزة والمعدات التقنية، إلا أنه لم يصاحب ذلك تطور فى البنية التحتية، ولا تأهيل للطلاب المقبلين على الجامعات، مما أدى إلى عدم تقديم الدور المنوط به لتفعيل هذه النقلة التقنية على أكمل وجه. استخدمت الدراسة المنهج التاريخى والمنهج الوصفى التحليلى لدراسة دور الادارة الالكترونية من حيث ظهورها، ودورها وأثرها على الطلاب المتقدمين للجامعات، وما نتج عنها. وقد أُستخدم الإستبانة كأداة لجمع البيانات و وزع على قدر كافى من الطلاب بعدد 300 استبانة، ومن أهم النتائج التى توصلت لها الدراسة: إن التقديم الإلكترونى طفرة تقنية ممتازة ، لكنها جاءت مبكرة مقارنةً بالبنية التحتية ، قياساً بأن أغلب الطلاب لا يجيدون استخدام الحاسب الاَلى ، مما دعاهم للتقديم عبر مراكز تقديم بالأسواق ووضع مستقبلهم بين يدى صاحب المركز ، وأيضاً شبكة الإنترنت رديئة جداً مما أحدث تعب للمتقدمين للجامعات خاصة بأقاليم السودان مما جعل الطلاب يأتون للعاصمة لعملية التقديم . وجاءت أهم التوصيات بأن كل طالب ثانوى لابد أن يكون مدرك للتقنية الحديثة، وفتح منافذ تقديم بكل المدارس الثانوية لكى لا يلجأ الطالب الذى لا يملك هاتف حديث أو جهاز كمبيوتر للمراكز التجارية، وأيضاً تخصيص (Serves) بوزارة التعليم العالى ذو سعة عالية مصحوب بتوسعة أبراج الإنترنت فى الأقاليم من قبل وزارة الاتصالاتلضمتا خدمه متميزه، والتسهيل على الطلاب وتقليل المنصرفات المالية.

Abstract: This study is entitled: The Role of E-Management in Higher Education Institutions - An Analytical Study The electronic presentation of universities. The importance of the study is that the electronic presentation has created a tremendous development for the student society and the vision of the state in the transition to e-government. In view of the digital technology revolution and its utilization, which has become a major role in transforming the submission from paper forms to electronic forms, because of its capabilities and accessibility and access to the community in general and the student component in particular. The study assumes that there is an impact of the electronic presentation on the university students. There is also a technical development in the technical equipment and equipment. However, this was not accompanied by a development in the infrastructure and no qualification for the students coming to the universities, which led to the failure to provide the role assigned to activate this technical shift To the fullest. The study used the historical approach and analytical descriptive approach to study the role of electronic administration in terms of its appearance, its role and its impact on university students and the results thereof. The questionnaire was used as a data collection tool and distributed to an adequate number of students with 300 questionnaires. The most important results of the study were: The electronic submission is an excellent technical breakthrough, but it came early compared to the infrastructure, in comparison to the fact that most students are not proficient in using the computer, which led them to apply through the centers of the market and put their future in the hands of the center, and the Internet is very poor, which caused the fatigue of applicants to universities, Sudan, making students come to the capital for the application process. The most important recommendations are that each secondary student must be aware of the new technology and open the outlets in all secondary schools so that the student who does not have a modern phone or computer for the commercial centers, and also allocate Serves in the Ministry of Higher Education with high capacity accompanied by the expansion of Internet towers In the provinces by the Ministry of Communications to include a distinctive service, and facilitate the students and reduce the financial expenditure.
