أثر الصراعات في دارفور على استراتيجية الأمن القومي (2003-2018م)

Abstract

مستخلص البحث هذا البحث تحت عنوان (أثر الصراعات في دافور على استراتيجية الأمن القومي)، تكمن أهمية البحث في ضرورة إلمام متخذ القرارات بالسودان بانعكاسات تدويل مشكلة دارفور على الأمن القومي السوداني وأهمية الدراسة للمجتمع السوداني للتعرف الجذور السياسية لمشكلة إقليم دارفور. بالإضافة إلى خطورة تواجد المنظمات الطوعية الأجنبية في الدول النامي وتأثيرها على الأمن القومي لتلك الدول، كذلك أهمية الدراسة للباحث للتعرف والإلمام بالقضايا التي تمس وتأثر على استراتيجية الأمن القومي السوداني. يهدف البحث إلى التعرف على جغرافية وتاريخ دارفور، وعلى أسباب مشكلة دارفور التي تم تدويلها وانعكاساتها على الأمن القومي السوداني والتعرف على الاستراتيجية التي يمكن بها مواجهة تدويل مشكلة دارفور. تنحصر مشكلة البحث في أن مشكلة دارفور قد أثرت في استراتيجية الأمن القومي السوداني بخروجها من إطارها المحلي إلى الإطار الإقليمي ثم إلى الإطار الدولي والمواقف المتناقضة المصاحبة لهذا التطور مما ينعكس سلباً على الأمن القومي السوداني. تتمثل أهم فرضيات البحث بأن دارفور تتمتع بأهمية استراتيجية وموارد طبيعية مما جعلها مطمع للدول الكبرى، وأن لدارفور تاريخ سياسي قدير ملئ بالنزاعات والثورات ضد المركز. تم اتباع المنهج التاريخي لدراسة الحقائق التاريخية من مصادرها الوثائقية والسجلات والآثار، والمنهج الوصفي لتحديد خصائص الظاهرة ووصف طبيعتها ونوعية العلاقة بين متغيراتها وأسبابها واتجاهاتها، والمنهج القانوني للتطرق إلى المسائل القانونية من جميع الجوانب العلمية التي تتصل بهذا الموضوع عن طريق التحليل العلمي الدقيق لأحدث المعلومات المجمعة حولها من أجل حل مشكلة من المشاكل المطروحة. أهم نتائج البحث تكمن في أن مشكلة دارفور أكبر مهدد للأمن القومي السوداني سياسياً، عسكرياً، وأمنياً، اقتصادياً، اجتماعياً وثقافياً. وأهم توصيات البحث تمثلت في وضع استراتيجية لمخاطبة ومواجهة الأسباب الحقيقية التي أدت لمشكلة دارفور وتدويلها، سياسياً، عسكرياً، وأمنياً، اقتصادياً وتنموياً، اجتماعياً وثقافياً وإعلامياً.

Abstract

This study entitled (The Impact of Conflicts in Darfur on The National Security Strategy), the significance of the study lies in necessity of decisions taker's knowledge in Sudan about circulation of Darfur problem on the Sudan national security and the importance of the study for the Sudanese society to identify the political root causes of Darfur region problem. In addition to danger of presence of foreign voluntary organization in developing countries and its impact on the national security of these countries, also the significance of the study for the researcher to identify and to be acquainted with the issues that have effect and impact on the national security strategy of Sudan. The study aims at identifying geography and history of Darfur, and causes of Darfur problem that has been circulated and reflections on the Sudan's national security and identifying the strategy of addressing the circulation of Darfur problem. The study problem is limited to the impact of Darfur problem on the Sudan's national security due its turning out from its local frame to the regional frame and to the international frame and the contradictory attitudes associated with this development which negatively affect the Sudan's national security. The most important hypotheses of the study are represented in that Darfur has an strategic importance and natural resources the matter that it a target for the great countries, and Darfur has great political history brimmed with conflicts and revolutions against the center. the study followed the historical method to study the historical facts from its documentary sources, records, and narrations, and the descriptive method to specify the characteristics of the phenomenon and describing its nature and the type of the relationship of its variables, causes and trends, and the legal method to state the legal questions in terms of all scientific aspects related to this issue via the accurate scientific analysis of the collected data events in order to solve the raised proble. The most important recommendations are represented in setting strategy for addressing the root causes that t led to Darfur problem and reporting it politically, military, security, economically, developmentally, socially, culturally and journalistically.
