دور الإستثمار الأجنبي المباشر في تنمية القطاع الزراعي بالسودان (2010-2018م) )

Abstract

مستخلص تناولت الدراسة دور الإستثمار الأجنبي المباشر في تنمية القطاع الزراعي بالسودان (دراسة حالة للفترة (2010-2018م) وبالنظر إلى نمو توزيع إجمالي الناتج المحلي علي صعيد القطاعات الاقتصادية الرئيسية منذ الإستقلال وحتى نهاية القرن العشرين يبدو أن حصة القطاع الزراعي في إجمالي الناتج المحلي آخذة في التناقص مستمر مما أدى إلى تدني نسبة مساهمة القطاع الزراعي في الدخل الوطني انعكس ذلك علي عدد كبير من القوي العاملة التي تعتمد عليه بالإضافة إلي عدم تلبية الاحتياجات الأساسية من السلع (الغذائية). هدفت الدراسة إلى الوقوف على واقع القطاع الزراعي في السودان من حيث الإمكانيات والمعوقات التنمية. معرفة مساهمة الإستثمار الأجنبي المباشر على تنمية القطاع الزراعي. معرفة دور السياسات بالسودان لتشجيع الإستثمار الأجنبي. إتبعت الدراسة المنهج الوصفي التحليلي وتوصلت لعدة نتائج أهمها: ساهمت الإستثمارات الأجنبية المباشرة بجانب عوامل أخرى في السودان في رفع معدل النمو الاقتصادي . تركزت الإستثمارات الأجنبية المباشرة في السودان خلال فترة الدراسة (2010-2018) في قطاعي الصناعة والخدمات وأهملت القطاع الزراعي. وعلى الرغم من قلة مساهمة الإستثمار الأجنبي المباشر في التنمية الاقتصادية بصورة عامة والتنمية الريفية بصورة خاصة إلا أن الإستثمار الأجنبي ساهم في زيادة الإنتاجية والمساحات المزروعة. أوصت الدراسة بالعمل على تشجيع المستثمرين الأجانب للاستثمار في القطاع الزراعي بالسودان وتقديم الدعم اللازم لهم للدخول في هذا القطاع الحيوي الذي يعول عليه كثيراً في المساهمة بالسودان في غذاء سكان العالم لما له من إمكانيات تؤهله لذلك. أن تضع الدولة في السودان أولويات لهذه الإستثمارات الأجنبية المباشرة وتوجيهها حسب المجالات المهمة لها. لعمل على خلق نوع من التوازن بين القطاعات الإستثمار ية المختلفة وعدم تركيز الإستثمارات الأجنبية المباشرة في قطاعات معينة وإهمال القطاعات الأخرى.

Abstract The study deals with the role of foreign direct investment in the development of the agricultural sector in Sudan (a case study for the period (2010-2018). The problem of the study is that in view of the growth in the distribution of GDP in the major economic sectors since independence until the end of the twentieth century, it seems that the share of the agricultural sector in the total GDP is constantly decreasing, which led to a decline in the percentage of the agricultural sector’s contribution to the national income. This is reflected in a large number of the workforce that depends on it, in addition to the failure to meet the basic needs of commodities (food). This study aimed to identify the reality of the agricultural sector in Sudan in terms of Development potentials and constraints Knowing the contribution of foreign direct investment to the development of the agricultural sector Knowing the role of policies in Sudan to encourage foreign investment The study followed the descriptive and analytical methods and come up of several results, the most important o are: Foreign direct investments along with other factors in Sudan contributed to raising the rate of economic growth. In Sudan, during the study period, there was a direct investment in the industrial and services sectors and neglected the agricultural sector. Despite the limited contribution of foreign direct investment to economic development in general and rural development in particular, foreign investment contributed to increasing productivity and cultivated areas. The study recommended working to encourage foreign investors to invest in the agricultural sector in Sudan and to provide them with the necessary support to enter this vital sector that He is greatly relied upon to contribute in Sudan to the food of the world population, as it has the capabilities that qualify it for that. That the state in Sudan set priorities for these foreign direct investments and direct them according to their important areas. To work to create a kind of balance between the different investment sectors and not to concentrate foreign direct investments in certain sectors and neglect other sectors.
