دور السياسة المالية في جذب الاستثمار في السودان في الفترة من العام 2000 - 2015م

Abstract

المستخلص الموضوع الاساسي الذي تناوله البحث هو دور السياسة المالية في جذب الاستثمار في السودان للفترة من(2000-2015م), و تأتي أهمية البحث من أهمية الاستثمار كأحد مكونات الدخل القومي ويساهم في تحقيق النمو الاقتصادي, كما تلعب السياسة المالية عبر أدواتها دور هام في جذب الاستثمار بالاضافة للعوامل الاخرى, فيما تتلخص أهداف البحث في التعرف على أهم السياسات المالية المتبعة لجذب الاستثمار للسودان, أيضاً معرفة فرص ومجالات الاستثمارات الهامة وحجم الاستثمار بالسودان, والتعرف على مناخ الاستثمار بالسودان. وقد تمثلت فرضيات البحث في التالي: 1/ سياسات الإنفاق العام أثرت إيجاباً على جذب الاستثمار بالسودان. 2/ السياسات الضريبية أثرت إيجابأً على جذب الاستثمار بالسودان. 3/ مناخ الاستثمار بالسودان ليس جاذباً بالقدر الكافى فى ظل الموارد والفرص المتاحة للاستثمار بالسودان. اتبع البحث المنهج الوصفي والتحليل الاحصائي بالاعتماد على مصادر البيانات الثانوية الصادرة من الجهات ذات الصلة بموضوع البحث. وتوصل البحث الى عدة نتائج أهمها: توجد علاقة احصائية موجبة زات دلالة معنوية بين الانفاق العام و حجم الاستثمار في السودان. من النتائج أيضاً الاعفاءات الضريبية قللت تكلفة الاستثمار ومثلت حوافذ جاذبة للاستثمار في السودان. وقد خلصت الدراسة بعدة توصيات منها, العمل على زيادة الانفاق العام على القطاعات المختصة بعملية جذب الاستثمار. تطوير النظام الضريبي بنظم تقنية حديثة ووضع لوائح مفسرة للحوافز والامتيازات الضريبية.

Abstract The topic of The research deas with the role of fiscal policy in attracting investment in the Sudan during the period(2000-2015) The importance of the research is that investment constutes ar component of national income the contributes in economic growth. And the fiscal policy has and an important role in attracting investment in addition of other factors. The main of Objectives of The research ar to recognise the most financial policies pursued to attract investment in the Sudan. Also to know the investment opportunities and the kind areas of established investment. The hypothesis of the research are: 1- General spending policies have appositive affect to attract investment. 2- The tax policies have positive affect in attracting investment in sudan. 3- The investment climate in the Sudan is not attractive enough compared with availabl resources and opportunitive of investment of. the research followed descriptive and statistical analysis based sources of secondary data issued from entities related to the subject matter of the search. The reaserche researched several results, the most important are There is a direct correlation is positive and still statistically significant between public spending and the size of the investment in the Sudan. The tax concenions reduce the cost of investment recommentation of the research include the nead of more attractin to increase public expendition in Relevant sectors in order to attract investment. The read to develop the tax system by introduction modern technology and regulations to explain and other privileges.
