بناء إطار عمل للحكومة الالكترونية السودانية دراسة حالة (وزارة التربية والتعليم -ولاية الخرطوم

Abstract

المستخلص هدفت الدراسة الى تنقيح مجموعة من المعايير القياسية لتطبيقها على خدمات الحكومة الإلكترونية في السودان و تقييم الوضع الراهن لتطبيق خدمات الحكومة الإلكترونية في وزارة التربية والتعليم – ولاية الخرطوم و دراسة وتقييم الوضع الراهن لخدمات الحكومة الإلكترونية بالوزارة من خلال تطبيق المعايير المقترحة عليها وإضافة بعض الخدمات الإلكترونية الحديثة في الوزارة. وقد انتهجت هذه الدراسة المنهج المقارن للمقارنة بين معايير جودة الاخدمات الالكترونية الحكومية فى دولة الامارات العربية المتحدة و معايير جودة الاخدمات الالكترونية الحكومية للسلطة الفلسطنية والبناء عليها لاستخلاص معايير سودانية تناسب البئية المحلية السودانية. وتوصلت الدراسة إلى العديد من النتائج منها تنقيح مجموعة المعايير الخاصة بالخدمات الإلكترونية التى تناسب البيئة السودانية، وان تطبيق المعايير السودانية للخدمات الالكترونية يساهم في تطوير الخدمات الالكترونية في السودان وانة عند تحقق معايير جودة الخدمة الإلكترونية تكون نتائج قياس جودة الخدمات عالية، بينما تنخفض جودة الخدمات في حالة عدم تحقق المعايير. كما اوصت الدراسة بضرورة تطوير وتحسين المعايير السودانية للخدمات الالكترونية المقترحة والعمل على تكاملية معلومات المعلمين بين وزارة التربية والتعليم – ولاية الخرطوم وديوان شئون الخدمة عبر مشاركة قاعدة البيانات الأساسية و إنشاء قواعد بيانات تشاركيه للمؤسسات التعليمية عبر المركز القومي للمعلومات وضرورة تنفيذ أنظمة الخدمات الإلكترونية في كل أجزاء الوزارة والمؤسسات التعليمية وكذلك دمج نظام الخدمات الإلكترونية لشئون العاملين مع نظام المحتوى الأكاديمي الإلكتروني بعد انتهاء فترته التجريبية وتشغيله بصورة كاملة.

Abstract The study aimed to revise a set of standard standards to be applied to e-government services in Sudan, evaluate the current situation for the application of e-government services in the Ministry of Education - Khartoum State, and study and evaluate the current status of e-government services in the ministry by applying the proposed standards to them and adding some modern e-services in the ministry. This study adopted the comparative approach to compare between the quality standards of government e-services in the United Arab Emirates and the standards of the quality of e-government services for the Palestinian Authority and building on them to derive Sudanese standards that fit the local Sudanese environment. The study reached many results, including the revision of a set of standards for electronic services that suit the Sudanese environment, and that the application of Sudanese standards for electronic services contributes to the development of electronic services in Sudan, and that when the standards of electronic service quality are achieved, the results of measuring the quality of services are high, while the quality of services decreases in If the criteria are not met. The study also recommended the need to develop and improve the Sudanese standards for the proposed electronic services and work on the integration of teacher information between the Ministry of Education - Khartoum State and the Service Affairs Bureau through the sharing of the basic database and the creation of participatory databases for educational institutions through the National Information Center and the need to implement electronic services systems in all parts The ministry and educational institutions, as well as the integration of the electronic services system for personnel affairs with the electronic academic content system after the end of its trial period and its full operation.
