تطوير نظام لترقيات أعضاء هيئة التدريس (دراسة حالة ـــ جامعة النيلين)

عملية الترقي من درجة علمية إلى أخرى هي قياس لحصيلة المعرفة المتوفرة لدى عضو هيئة التدريس، ومنح عضو هيئة التدريس درجة علمية معينة يتم عبر نظام ولوائح ترقي معينة وإجراءات العمل في هذا النظام تتم يدويا ويشكل ذلك صعوبة في آلية التقدم للترقي من درجة علمية إلى أخرى كما ان التقدم بالشكل التقليدي مكلف جدا حيث يجب طباعة جميع المستندات المتقدم بها للترقي وعناء المجيء عدة مرات الي مركز التقدم للترقي، أيضا صعوبة التقييم للنتاج العلمي من قبل لجنة الترقيات والمحكمين الخارجيين كذلك التكاليف والجهد في المتابعة والوقت الذي يكون على حساب عضو هيئة التدريس المتقدم للترقي، وتتراوح فترة الحصول على الترقية النهائية بعد التحكيم الداخلي من ثلاثة أشهر إلى عدة سنوات. ولتنظيم هذه العملية تم عبر هذا البحث تطوير نظام إلكتروني يشمل اجراءات التقدم للترقي وإجراءات التحكيم الداخلي والخارجي ومتابعة سير العمل وحالة طلبات الترقي، لتسريع عملية التقييم للإنتاج العلمي لأعضاء هيئة التدريس وخفض تكاليف هذا التقييم، ولتكون متابعة العمل بشكل أكثر كفاءة، تم تطوير بلغة البرمجة (Personal Home Page) ونظام قواعد البيانات (MySQL). ويقدم النظام تقارير عن المتقدمين المرشحين للترقي وتفاصيل الإجراءات اللازمة لحصولهم على قرار الترقية، وأيضا يعرض مسألة الترقية وشروط الحصول عليها واللوائح المنظمة لها بشكل سلس وخطوات واضحة تجعل أعضاء هيئة التدريس أكثر وثوقاً بطلبات ترقيتهم كما يسهل من عملية استرجاع البيانات لتساعد القائمين على الأمر بإتمام اجراءات الترقي بسهولة وبصورة أكثر شفافية ودقة وفي وقت قياسي. تم إجراء هذا البحث وفقا للمنهج الوصفي التحليلي الذي يعتمد على جمع معلومات كافيه عن موضوع الدراسة، بالإضافة إلى منهج تحليل وتصميم النظم الكائني. وقد تم من خلال هذا البحث تطوير نظام لإدارة اجراءات ترقيات أعضاء هيئة التدريس لجامعة النيلين، حيث تتم عملية التقدم للترقية بشكل إلكتروني وتطبق اللائحة إلكترونياً على طلبات المتقدمين للترقية كذلك عملية التحكيم الخارجي، واستخراج التقارير المطلوبة بشكل الكتروني وتتوفر لوائح الترقي في النظام بشكل يجعلها متاحة دائماً. ونوصي بإضافة إجراءات الترقي لأعضاء هيئة التدريس الذين هم في درجة الأستاذية للحصول على لقب أستاذ الإمتياز إلى النظام

The Abstract

The process of promotion from one degree to another is a measure of the outcome of the knowledge available to the faculty member. The faculty member is given a certain degree through the promotion system and regulations. The procedures in this system are done manually. And the apply to get promotion is very difficult because the traditional system is very expensive in terms of the need to print all advanced documents for promotion and the trouble of coming several times to the academic office, also the difficulty of evaluation of the scientific output by the Promotion Committee and the external reviewer as well as the costs and effort in follow-up and time at the expense of the faculty member The period of obtaining the final promotion after the internal reviewing ranges from 3 months to several years. To organize this processes, we sought to develop an electronic system, to accelerate the internal and external reviewing procedures, and reduce the costs of it, and Adjust the follow-up the status of the promotion requests. The system provides reports about the applicant for promotion and details of procedures to obtaining the promotion decision, and also presents the issue of promotion and regulations and the conditions of obtaining a degree smoothly and clear steps make faculty members more reliable about their promotion requests. And the process of data retrieval to help the commanders to complete the procedures of promotion are easier, more transparent, accurate and in record time. This research was carried out according to the analytical descriptive method, which is based on collecting sufficient information about the subject of the study, in addition to these we used the method of object oriented analysis and design. In this research, a system was developed to manage the promotion procedures of the faculty members of the Al-Neelain University, where the process of applying for the promotion in electronic form and apply the regulation electronically to applicants for the promotion as well as the process of external reviewing, and the extraction of reports required in electronic, and the promotion regulations sheets are available in order. We recommend the addition of promotion procedures for faculty members who are in the professorship degree to obtain the Emeritus Professor degree into the system.
