دور إدارة الجودة الشاملة في رفع كفاءة أداء الخدمات التعليمية : دراسة حالة مدارس التعليم البريطانية – ولاية الخرطوم للفترة 2018- 2019

Abstract

المستخلص: هدف البحث إلى بيان دور إدارة الجودة الشاملة في رفع كفاءة اداء الخدمات التعليمية بمدارس التعليم البريطانية – القسم الانجليزي – ولاية الخرطوم كدراسة حالة. حيث تمثلت مشكلة البحث في سؤال رئيسي عن ماهو دورإدارة الجودة الشاملة في رفع كفاءة أداء الخدمات التعليمية؟ واتبعت الباحثة المنهج الوصفي إذ أنه الأنسب لطبيعة البحث ، وتتكون عينة البحث من فئتين المعلمين والبالغ عددهم (60) والإداريين والبالغ عددهم (30). وتمثلت أداة البحث في الإستبانة. وإستخدمت الباحثة عدة أساليب إحصائية لتحليل البيانات وقد توصل البحث إلى النتائج الاتية: 1) وجود فروق ذات دلالة إحصائية بين مرتكزات إدارة الجودة الشاملة ورفع كفاءة أداء الخدمات التعليمية لصالح الذين أجابوا أوافق. 2) وجود فروق ذات دلالة إحصائية بين تطبيق إدارة الجودة الشاملة والأداء الشامل للمدرسة لصالح الذين أجابوا أوافق. 3) وجود فروق ذات دلالة إحصائية بين تحديات ومعوقات تطبيق إدارة الجودة الشاملة ورفع كفاءة أداء الخدمات التعليمية لصالح الذين أجابوا أوافق. وفي ضوء نتائج البحث اعلاه توصي الباحثة بالتوصيات التالية: 1. من الضروري الإهتمام بتبني مفهوم إدارة الجودة الشاملة في كل المؤسسات التعليمية بصورة مستوفية وبدراسة علمية شاملة متكاملة كإستراتيجية للمنافسة والتميز. 2. نشر ثقافة الجودة على مستوى المؤسسة وبصورة مستمرة.. 3. اتخاذ الإجراءات السريعة والقرارات الفعالة للتخلص من كل المعوقات التي تحول دون تحسين مستوى جودة الخدمات التعليمية. 4. الاستفادة من تجارب الدول الاخرى في تطبيق إدارة الجودة الشاملة والعمل على تعميم هذا المفهوم في جميع مؤسسات التعليم العامة والخاصة تحت إشراف وزارة التربية والتعليم.

Abstract The objective of this research is to show the role of the total quality management (TQM) in improving the performance of the educational services. The English section of the British Educational Schools in the state of Khartoum was considered a case study. The problem of the research was concentrated in one main question: What the role of the total quality management (TQM) in improving the performance of the educational services? Due to the nature of this research, the researcher followed the descriptive method in her research since this is the most suitable method for this kind of work. The sampling for this research included 60 teachers and 30 school administrators. The researcher used questionnaire to collect the data for the research. She used different static techniques to analyze the collected data. The study came up with some valuable results that can be summarized as follows: 1) There were significant differences between the fundamentals of TQM and the improvement of the educational services performance. 2) There were significant differences between the implementation of the TQM and the overall school performance. 3) There were significant differences between the difficulties that hinder the applications of the TQM and the improvement of the educational services performance. The researcher offers the following recommendations; 1) It is very necessary for all educational institutes to adapt TQM as strategic way for fair competition and excellent performance. 2) The quality culture has to be circulated continuously to all levels of the institute. 3) Take effective decisions that may help in removing all difficulties affecting the improvement of the quality of the educational services. 4) Under the supervision of the Ministry Of Education, all educational institutes, private or public, should benefit from the experience of other countries in applying the TQM.
