العلاقات السورية اللبنانية في الفترة 1989م – 2009م

Abstract

مستخلص الدراسة

ركزت الدراسة بشكل عام علي العلاقات السورية اللبنانية في مختلف مراحلها مستعرضاً أهم العوامل التي أثرت علي العلاقات سلباً أو إيجاباً بدءاً بالحرب الأهلية واتفاق الطائف ومقتل الحريري ، مما يؤكد أهمية دراسة العلاقات السورية اللبنانية باعتبارها إحدى العلاقات الدولية الشائكة .

تدور مشكلة الدراسة حول طبيعة العلاقات التي تربط سوريا ولبنان وكيفية تشكلها في المؤثرات عليها ، ويمكن تلخيص مشكلة البحث من خلال النقاط التالية:

1 – هل يمكن القول بوجود شكل ثابت للعلاقات السورية اللبنانية .

2 – إلي أي مدي أثر الوجود السوري في لبنان علي حجم الصراع الطائفي وطبيعة العلاقات بين البلدين

3 - إلي أي مدي أثر اتفاق الطائف ومقتل الحريري علي طبيعة العلاقات السورية اللبنانية .

وتفترض الدراسة الآتي :

1/ العلاقات السورية اللبنانية تتأرجح ما بين التوتر والتطبيع .

2/ أثر الوجود السوري في لبنان تأثيراً سالباً علي طبيعة العلاقات ما بين البلدين، وكذلك علي حجم الصراع الطائفي .

3/ قنن اتفاق الطائف الوجود السوري في لبنان مما انعكس ايجابياً علي شكل العلاقات ما بين البلدين ، بينما أسهم مقتل الحريري في إخراج الجيش السوري من لبنان مما كان له أثر سالب علي العلاقات بين البلدين .

توصل الباحث إلي النتائج الآتية :

1/ يمكن القول بعدم وجود شكل للعلاقات السورية اللبنانية .

2/ أثر الوجود السوري في لبنان تأثيراً سالباً علي العلاقات بين البلدين وعلي حجم الصراع الطائفي .

3/ قنن اتفاق الطائف الوجود السوري في لبنان مما انعكس ايجابياً علي شكل العلاقات بين البلدين بينما أسهم مقتل الحريري في إخراج الجيش السوري من لبنان ، مما كان له أثر سالب علي العلاقات بين البلدين .

أوصت الدراسة بأهمية أن يبذل طرفي العلاقة (سوريا ، لبنان) جهداً حثيثاً باتجاه أن تكون العلاقات بينهم ايجابية ، كما أوصت الدراسة عدم تفسير اللبنانيين للوجود السوري في لبنان تفسيراً استعمارياً دائماً ، كذلك أوصت الدراسة بأن تراعي سوريا التعددية الطائفية في لبنان ، وذلك عبر معاملاتها كافة الطوائف اللبنانية علي حد سواء معاملة متساوية .

Abstract

The study focused generally in Syrian Lebanon relationships in different stages, browsing the most important factors, which affected negatively or positively upon relationships, starting of national war Tayif Agreement and dying of Al-Hariri, which confirms an importance of studying the Syrian Lebanon relationships as a complex international relationships.

The Study issue is about the relationships characteristic which relates between Syria and Lebanon and the how it will be in the future and its effects, the research issue would be concludes as the following:

1\ Is it possible to say about existence of constant relationships between Syria and Lebanon?

2\ How far the Syrian existence in Lebanon was affected upon ethnic conflict and relationships characteristic between them.

3\ How far Tayif Agreement and Al-Hariri affecting the Syrian Lebanon relationships.

The study supposed the followings:

1\ Syrian Lebanon relationships reversed between stress and progress.

2\ The Syrian existence in Lebanon affected negatively upon relationships between two countries and the volume of ethnic conflict.

3\ The Tayif Agreement regulated Syrian existence in Lebanon, which reviewed positively on relationships between two countries, in the other side Al-Hariri death was carried out the Syrian Military from Lebanon, which affected negatively on the relationships between two countries.

The researcher attained the following results:

1\ We can say there was no definite types of relationships between Syria and Lebanon.

2\ The Syrian existence was affected negatively upon relationships between two countries and upon ethnic conflicts.

3\ The Tayif Agreement regulated Syrian existence in Lebanon, which reviewed positively on relationships between two countries, in the other side Al-Hariri death was carried out the Syrian Military from Lebanon, which affected negatively on the relationships between two countries.

The study advised, according to the relationship importance, the two parties (Syria – Lebanon) must do the best to improves the relationship between them positively, also, the study recommends the Lebanese must not concerns a Syrian existence as a colonially always, although, for Syria must put in consider the multi-ethnics in Lebanon, that through its contact with all Lebanese ethnics fair enough.
