دور مجلس رعاية الطفولة في تنمية الأطفال اليافعين بولاية الخرطوم "دراسة ميدانية على مركز الفيصل الثقافي بالخرطوم"

Abstract

المستخلص تناولت هذه الدراسة دور مجلس رعاية الطفولة في تنمية الأطفال اليافعين بولاية الخرطوم ومدي إسهام مؤسسات القطاع الخاص في هذا الجانب من خلال ما تقدمه من برامج وأنشطة في إطار برامج المسؤلية المجتمعية،وركزت الدراسة علي إسهامات مركز الفيصل الثقافي بالخرطوم كنموذج دراسة حالة لما يسهم به القطاع الخاص في هذا المجال. كما تناولت مشكلة الدراسة القصور في الأداء الحكومي والمجتمعي المبني علي المؤسسية في ما يلي تنمية الأطفال اليافعين،وخطورة التغافل عن هذا الجانب وجعلها في ذيل قائمة إهتمامات الحكومة والمجتمع،وكذلك تضاؤل الجهود المبذولة لتنمية الأطفال إلى درجة توقف بعض هذه المراكزعن العمل، والتفاوت الكبير فى الإهتمام بين قضايا حماية الأطفال من جانب وتنمية الأطفال من جانب آخر،وخاصة الأطفال اليافعين فى الفئة العمرية من (12-16 سنه). وهدفت الدراسة للوقوف علي دور مجلس رعاية الطفولة في تنمية الأطفال اليافعين، وتسليط الضوء علي الإمكانات والفرص المتاحة لتنمية الأطفال اليافعين وتعزيزها وتذليل العقبات والتحديات التي تواجهها والإهتمام بالجوانب المختلفة في عملية التنمية دون التركيز علي جوانب معينة في بناء الشخصية،وهدفت الدراسة كذلك إلي إبراز نموذج لدور برامج المسؤلية المجتمعية لمؤسسة من مؤسسات القطاع الخاص متمثلة في مركز الفيصل الثقافي بالخرطوم وما يقدمة من خدمات لتنمية الأطفال اليافعين، وإعلاء قيمة الدور التشاركي بين المؤسسات الحكومية والقطاع الخاص والمجتمع والأفراد في تنمية الأطفال اليافعين. إستخدمت الدراسة المنهج الوصفي التحليلي وأسلوب دراسة الحالة، كما إستعانت بعدد من أدوات جمع البيانات مثل الملاحظة، المقابلة، والإستبيان،وإعتمدت عينة شاملة مكونة من (50) من العاملين بمركز الفيصل الثقافي ومجلس رعاية الطفولة والمؤسسات الشريكة مع هذه الأطراف وتعمل في مجال تنمية الأطفال اليافغين، وتوصلت الدراسة لعدد من النتائج أهمها: وجود عدد من الأدوار التى يقوم بها مجلس رعاية الطفولة والمتمثلة فى تحقيق الشراكة والتعاون بين المؤسسات والقطاعات المختلفة الحكومية وغير الحكومية وتنسيق الجهود المبذولة ووضع السياسات والإستراتيجيات وتحديد الأولويات في مجال تنمية الأطفال اليافعين، والحوجة لبذل المزيد من الجهود والميزانيات الحكومية وغير الحكومية للنهوض بتنمية الأطفال اليافعين،ومركز الفيصل الثقافي من المراكز التى لها دور إيجابى في مجال تنمية الأطفال اليافعين ومن الأمثلة على البرامج والأنشطة التى يقوم بها المركز دعم المؤسسات والجمعيات الخيرية،تشجيع وتكريم أعضاء المجتمع المتميزين،وتدريب وتأهيل الطلاب والخريجين فى المجالات المختلفة،ويعمل المركز على تنظيم أنشطة شهرية تتباين ما بين المحاضرات والندوات والتجارب المتميزة للأفرد والمؤسسات إلى جانب الأيام والأسابيع الثقافية ويبلغ متوسط عدد الأطفال المستفيدين من خدمات مركز الفيصل الثقافى بالخرطوم حوالى (55300 طفل) فى العام. ومن أهم توصيات الدراسة:تعزيز الشراكات القائمة بين المؤسسات والقطاعات المختلفة وعمل شراكات جديدة من خلال دعم جهود مجلس رعاية الطفولة بولاية الخرطوم،والتوسع في برامج المسؤلية المجتمعية في تنمية الأطفال اليافعين،وزيادة الميزانيات الحكومية المخصصة للطفولة.

Abstract This study dealt with the role of the Child Welfare Council in the development of adolescent children in Khartoum State and the extent of the private sector institutions ’contribution in this aspect through the programs and activities they offer within the framework of social responsibility programs. The study focused on the contributions of Faisal Islamic Bank by adopting the Faisal Cultural Center in Khartoum as a case study for the private sector contribution this field.. The study problem also addressed the deficiency in governmental and societal performance institutionaly based in what follows the development of adolescent children, the danger of neglecting this aspect and placing it at the bottom of the list of government and society concerns, as well as the dwindling efforts exerted to develop children to the point where some of these centers stop working, and the great disparity in interest between Issues of child protection on the one hand and child development on the other hand, especially young children in the age group (12-16 years). The study aimed to find out the role of the Child Welfare Council in the development of adolescent children, highlighting the potentials and opportunities available for the development and strengthening of adolescent children, overcoming the obstacles and challenges they face, and paying attention to the various aspects of the development process without focusing on certain aspects in character building. The study also aimed to highlight a role model. Social responsibility programs for a private sector institution represented by the Al-Faisal Cultural Center in Khartoum and the services it provides for the development of adolescent children, and increase the value of the participatory role between government institutions, the private sector, society and individuals in the development of young children... The study used the descriptive and analytical approach, the historical method,

and the case study methodology. It also used a number of data collection tools such as observation, interview, and questionnaire. A comprehensive sample consisting of (50) workers at the Al-Faisal Cultural Center, the Child Welfare Council and partner institutions with these parties working in the field of development young children, and the study reached a number of results, the most important of which are: The existence of a number of roles that the Child Welfare Council performs, represented in achieving partnership and cooperation between different governmental and non-governmental institutions and sectors, coordinating the efforts exerted, setting policies and strategies, setting priorities in the field of adolescent child development, and the need to do more. Governmental and non-governmental efforts and budgets to promote the development of adolescent children. The Al-Faisal Cultural Center was considered one of the effective centers in the field of adolescent child development. Among the most important recommendations of the study: Strengthening existing partnerships between different institutions and sectors and creating new partnerships by supporting the efforts of the Child Welfare Council in Khartoum State, and expanding In social responsibility programs in the development of adolescent children, and increasing Government budgets for childhood.
