الحكم الراشد ودوره في ترسيخ الديمقراطية في الدول النامية (دراسة حالة الهند 1997 – 2017م)

Abstract

المستخلص تناول بحث الحكم الراشد ودوره في ترسيخ الديمقراطية في الدول النامية ( دراسة حالة الهند), وعرف بمفهوم الحكم الراشد ومبادئه وأهدافه والدور الذي يقوم به في عملية تحقيق الديمقراطية والإستقرار السياسي. وكذلك عرف الإستقرار السياسي, والديمقراطية وأنواعها ومدارسها وسماتها وأهم ركائزها, ثم تحدث عن العالم الثالث خصائصه ومميزاته وتتطور الديمقراطية فيه, وشروط إستيعابها مع بعض النماذج, وتحديات الديمقراطية في العالم النامي, ثم عرف بدولة الهند تاريخها موقعها الجغرافي والجيوسياسي, ومكونها الاجتماعي والثقافي, ثم تحدث عن دستور الهند وأحزابها السياسية, ونشأة الديمقراطية بها وتطورها وعوامل نجاحها والتحديات التي تواجهها, ومستقبل الديمقراطية بالهند. جاءت أهمية البحث من الموضوع الذي يعالجه وبقاء الدول النامية بعيدة عن الديمقراطية ونجاح الهند في ذلك. وهدف البحث إلى إضافة المعلومة لطالبها وفهم الإشكاليات السياسية المحيطة بعدم وجود رشد في الحكم. وتمثلت مشكلة البحث في من أين جاء مفهوم الحكم الراشد ولماذا تم طرحه مؤخراَ وفرضه على الدول النامية من أجل ترسيخ الديمقراطية بها؟ ويقوم البحث على فرضيات كالتعريف بالحكم الراشد والديمقراطية لمعرفة صلة الوصل بينهما, وإلتزام الدول بالعمل بمبادئي الحكم الراشد, بالنسبة للهند موضوع دراسة الحالة تميزت بوجود ديمقراطية راسخة بها رغم التعددية العرقية والإثنية والطائفية والكم الهائل للسكان بها, وإختلاف ثقافاتها وتعدد اللغات بها. تم إستخدام عدد من مناهج البحث لتسهيل الدراسة وجمع المعلومات, مثل المنهج التاريخي لفهم الحاضر والماضي, والمنهج الوصفي التحليلي الذي يربط ويحلل ويفسر العوامل المحيطة بمادة البحث كماَ وكيفاَ. ومنهج دراسة الحالة لأهمية في الجانب التطبيقي. وتوصل البحث إلى العديد من النتائج منها ظهور الحكم الراشد جاء نتيجة للعديد من العوامل والتغيرات على المستوى الإقليمي والدولي, وأن دولة الهند ورغم تركيبتها المعقدة إستطاعت أن تحافظ على ديمقراطيتها المأخوذة من النظام البرلماني البريطاني المطبوعة بطابع البيئة الهندية. وإستقرارالهند السياسي بواسطة دستورها الدائم وعلمانيتها التي لعبت دوراَ في معالجة التعددية, وقيادات الهند التأريخية الذين عملوا على جعل الديمقراطية يؤمن بها المواطن الهندي وتصبح جزء لا يتجزاء من عقليته. ومن أهم التوصيات إدخال إصلاحات جذرية على الأنظمة الديمقراطية في دول العالم النامي لتواكب العالم من حولها, في إتخاذ القرارت في جميع مجالات الحياة. وتوفير مبدأ تداول السلطة وحرية الصحافة والقضاء. وأن تكون الديمقراطية وليدة البيئة المحلية للدولة المعنية. Abstract The research dealt with good governance and its role in consolidating democracy in developing countries ( India case study). Then it defined the conceptof good governance, its principles and objectives, and the role it plays in the process of achieving democracy and political stability and democracy and its types, school, featuresand most important pillars were also defined. Then it talked about the Third World, its characteristics and advantages, the developmemt of democracyin it, the conditions for its absorption with some models and the challenges of democracyin the developing world, then it introduced the state of India, its history, its geographical and location, and its social and cultural component. Then it talked about the the constitution of Indiaand its poitical parties, the emergence of democracyin it, its development, factors for its success, the challenges it faces , and the future of democracy in India. The importance of the research came from the topic it deals with and the fact that developing countries are far from democracy and India’s success in that. The aim of the research is to add imformation to its studentand to understand the political problems surrounding the lack of rationality in governance. And the reaserch problem was presented in where the conceptof good governancecame from and why was it recently proposed on developing countries in order to consolidate democracy in them? The research is based on assumption such as the definition of good governance and democracy to know the link between them, and the commitment of countries to work with the principles of good governance. As for India , the subject of the case study , it was characterized by the existence of a well –established democracy in it despite its racial, ethnic and sectarian pluralism and the huge population, its different culturesand its multilingualism. Anumber of research methods were used to facilitate the studyand collection of information, such as the historical method for understanding the present and the past, and the descriptive analytical method that links , analyzes and explains the factors surrounding the research material qualitativel and qualitatively. The case study method is of importance in the practical aspect. The research reached many results, including the emergence of good governance came as a result of many factors and changes at the regional and international levels, and that the state of India, despite its complex structure, was able to maintain its democracy taken from the British parliamentary system printed with the nature of the Indian environment, and the stability of India. The political system through its permanent constitution and its secularism wich played a role in addressing pluralism. And the historical leaders of India who worked to make democracy believe in the Indian citizen and become an integral part of his mentality. One of the most important recommendations is the introduction of radical reforms to the democratic systems in the developing world to keep pace with the world around them, in making decisions in all areas of life, and providing the principle of the rotation of power, freedom of press and the judiciary, and that democracy to be the product of the local environment of the concerned country.
