دور التخطيط الاقتصادي في تحقيق التنمية الاقتصادية في السودان (1960م _ 2018م)

Abstract

مستخلص البحث يتناول البحث دور التخطيط الاقتصادي في تحقيق التنمية الاقتصادية عن طريق اتباع أسلوب سليم للتخطيط والتعرف على مقومات وأسس التخطيط والوضع الراهن في السودان والتحديات التي تواجهها والواجب علاجها ودوافع التنمية في السودان بالإضافة الي الخطط الاقتصادية التي اتبعت في السودان. البحث يشتمل على اغلب المتغيرات الأساسية التي من شأنها العمل على تجديد الانتاج من خلال التخطيط السليم وإيجاد الحلول والبدائل وذلك بوجود خطة بديلة استخدم هذا البحث المنهج الوصفي والتاريخي في جمع البيانات. تهدف هذه الدراسة الى عمل تخطیط امثل یقتضي التصدي للمشاكل التي تعیق وضع الخطط وتطبيقها وتهيئة البیئة المناسبة لاستیعاب تقنياتها ودراسة العوامل التي تساعد في تاخیر تنفیذ العمل وذلك لكي یتوافق البرنامج الزمني مع العمل في الواقع. يتناول البحث قضية اﻟﺗﻧﻣﯾﺔ اﻻﻗﺗﺻﺎدﯾﺔ باعتبارها واﺣدة ﻣن أﻫم اﻟﻘﺿﺎﯾﺎ اﻟﺗﻲ ﺗﺷﻐل ﺑﺎل اﻟﻣﻬﺗﻣﯾن ﺑﺎﻟﺗﻧﻣﯾﺔ اﻻﻗﺗﺻﺎدﯾﺔ ﻓﻲ واﻟﺳودان، و ﻣﻌرﻓﺔ ﻣﺎﻫو واﻗﻊ اﻻﻗﺗﺻﺎد اﻟﺳوداﻧﻲ وﻣﺎﻫﻰ أﺑرز ﻣﻌوﻗﺎت اﻟﺗﻧﻣﯾﺔ اﻻﻗﺗﺻﺎدﯾﺔ ﻓﻲ اﻟﺳودان، التخلف والتقدم وخصائص الدول النامية واهمية ومفهوم الإصلاح الاقتصادي . خلص البحث الي عدد من النتائج منها اذا تم تاهيل الكوادر الفنية يمكن ان تضع تخطيطاً اقتصادياً ناجحاً في السودان، اذا انتهج السودان تخطيطا علميا سوف يصبح ذا قوي اقتصادية عظمي علي المستوي الإقليمي والعالمي، ﺿﻌف اﻟﺗﻧﻣﯾﺔ اﻹﻗﺗﺻﺎدﯾﺔ ﻓﻲ السودان و ذﻟك ﺑﺳﺑب اﻟﻣﻌوﻗﺎت واﻟﻣﺷﻛﻼت اﻹﻗﺗﺻﺎدﯾﺔ ﺧﺎﺻﺔ اﻟدﯾون اﻟﺧﺎرﺟﯾﺔ ﻟﻠدول اﻟﻧﺎﻣﯾﺔ من خلال النتائج والايطار النظري توصل البحث الي عدد من التوصيات منها التخطيط مهم ولا قيمة لة ما لم يكن هنالك شعب يستجيب لة او مؤسسات او شركات،يجب توفير الكوادر القادرة علي تنفيذ الخطة ومعرفة أصول التخطيط وقواعده ودراسة اساليبة، اﻻﻫﺗﻣﺎم ﺑﺎﻟﺗﻧﻣﯾﺔ اﻹﻗﺗﺻﺎدﯾﺔ ﻓﻲ اﻟﺳودان وإ زاﻟﺔ اﻟﻣﻌوﻗﺎت اﻟﺗﻲ ﺗﻌﺗرض ﺗﻘدﻣﻪ.

Abstract The research deals with the role of economic planning in achieving economic development by adopting a sound method of planning identifying the basics foundations of planning, and the current situation in Sudan, the challenges it faces, the needs to be addressed, the motives for development in Sudan, in addition to the economic plans that were followed in Sudan. The research includes most of the basic variables that would work to renew production through proper planning and finding solutions and alternatives in the presence of an alternative plan. This research used the descriptive and historical approach in collecting data This study aims to formulate optimal planning that requires addressing the problems which hinder the development and implementation of plans, creating an appropriate environment to accommodate their techniques, and studying the factors that help in delaying the implementation of work, so that the timetable is compatible with work in reality. The research deals with the issue of economic development as one of the most important issues of concern to those interested in economic development in Sudan, and to know what is the reality of the Sudanese economy and what are the most important obstacles to economic development, economic reform and progress in Sudan. The research concludes with a number of results, including if technical personnel are qualified they can develop successful economic planning in Sudan, if Sudan pursues scientific planning, it will have great economic power at the regional and global level, weak economic development in Sudan due to economic obstacles and problems, especially debt. Foreign Affairs of the Developing Countries Through the results and the theoretical framework, the research reached a number of recommendations, including planning is important and has no value unless there are people to respond to it, institutions or companies, must provide cadres capable of implementing the plan, know the principles and rules of planning, study methods, pay attention to the economic development in Sudan and remove Obstacles to its progress.
