هجرة الكفاءات وأثرها على التنمية الاقتصادية والاجتماعية في السودان الفترة من2004-2012

Abstract

المستخلص تناولت الدراسة هجرة الكفاءات وأثرها علي التنمية الاقتصادية والاجتماعية في السودان 2012 م ، تمثلت مشكلة الدراسة في عدد من الأسئلة أهمها ما هي – الفترة من 2004 العوامل الأساسية التي تؤدي الي هجرة الكفاءات ؟ كيف تؤثر هجرة الكفاءات علي المناطق المستقبلة والطاردة ؟ ما نوع الامتيازات التي قدمتها دول المهجر لجذب الكوادر ؟ هدفت الدراسة الي معرفة الأثار التي تنتج من هجرة الكفاءات علي المجتمع السوداني . الأكاديمية من هذه الهجرات. تمثلت الأهمية العلمية في إثراء التراث النظري العلمي لدراسة عملية استفادة الباحثين والمنهجيين من الدراسة ، وبيان اثر هجرة الكفاءات العلمية في السودان علي تنمية البلد ، والثار السلبية لهذه الهجرة وسبل تلافيها او الحد منها ، الي انه تنتج اهمية هذا البحث من اهمية الكفاءات العلمية ، اذ يعول عليها القيام بدور كبير في تحقيق التنمية ، وتشكل هجرة الكفاءات خاصة لبدانها الاصل وتؤثر سلبا علي تنميتها وتقدمها العلمي و العملي الذي يرتكز علي دعائم العلم والمعرفة . افترضت الدراسة ان تعتبر هجرة الكفاءات السودانية استنزاف للعقول ولشريحة مؤثر .وتعتبر هجرة العقول السودانية خسارة في مجال التعليم بجميع مراحله . ويسبب انسحاب الكفاءات خسارة علي الميدان الساسي والاقتصادي . استخدمت الدراسة المنهج الوصفي التحليلي ومنهج دراسة الحالة . توصلت الدراسة الي عدد 2012 م) – من النتائج ان اعداد السودانيين المهاجرين لأغراض العمل خلال الفترة ( 2004 حسب سجلات وزارة تنمية الموارد البشرية كان 324.408 مواطن ويعتبر هذا العدد كبير جدا ومعظمهم اصحاب كفاءات علمية . تعتبر هجرة الكفاءات السودانية استنزافا لشريحة مؤثرة وفاعلة في المجتمع السوداني . تعتبر هجرة العقول السودانية خسارة في جميع المجالات ويحد من عملية التنمية . تكدس هذه الظاهرة التبعية للبلدان المتقدمة ويبرز مظاهر التبعية بالاعتماد علي الاستيراد والاندماج في سياسات تعليمية غير موفقة . اوصت الدراسة لضرورة تبني سياسات شاملة ومتوازنة لادارة هجرة الكفاءات الوطنية مثل بناء الهيكل والاليات وتحسين شروط الخدمة . اعداد دراسات مفصلة عن الهجرة وأثرها علي مشروعات التنمية والخدمات المحلية وعرضها في ورش علمية متخصصة . دراسة سوق العمل الخارجي لتحديد احتياجاته من الكادر البشري السوداني والاستفاده من تحديد الاحتياجات التدريبية .
