بناء نظـام الكتروني لإدارة معلومات المعلمين بالتطبيق على وزارة التربية والتعليم بولاية الجزيرة

Abstract

المستخلص يهدف هذا البحث إلى بناء نظام الكتروني لإدارة معلومات المعلمين بولاية الجزيرة في مرحلتي الأساس والثانوي، يقوم بخزن واسترجاع كل بيانات المعلم الشخصية, الرسمية, بيانات الاتصال, بيانات الوظيفة، مؤهلاته العلمية والتربوية, خبراته العملية، ومستوى أدائه في العمل، المواد التي يدرسها، مكان العمل، ترقياته، إجازاته، واستحقاقاته المالية. ويقدم هذا النظام إحصائيات عن المعلمين حسب التخصص أو المدرسة التي يتبعون لها أو الشعبة التي ينتمون اليها. كذلك يوفر النظام معلومات دقيقة ومحدثة وآمنة وبكفاءة عالية لمتخذي القرار في إدارات الإشراف التربوي ، مما يساهم في دعم العملية التعليمية بالتوزيع الصحيح للمعلمين حسب تخصصاتهم وخبراتهم التعليمية. ومعلومات عن الوظائف المخصصة للمعلمين وتحديد الشاغرة والمشغولة منها، مما يساعد في تحديد عدد المعلمين الذين يمكن تعينهم في هذه الوظائف وتحديد التخصصات التي نحتاجها اعتمادا على بيانات دقيقة ومحدثة من قاعدة البيانات. وفيما يخص المعلم من حقوق فان النظام يضمن ترشيح المعلم للترقية عند تاريخ استحقاقه للترقي للدرجة الأعلى بسهولة فائقة، مما يجعله مطمئنا على حقوقه الوظيفية متفرغاً ومنشغلاً بأداء رسالته التعليمية. بهذا نكون قد أوجدنا حلاً عملياً لمشكلة تأخر الترقيات وما يترتب عليها من حرمان من الحقوق المالية. كما أن بالنظام مرونة تستوعب بيانات الوظائف الأخرى، وتستوعب التغير في السلم التعليمي.

Abstract The purpose of this research is to build an electronic information management system for teachers in the state of Al-Jazeera in the basic and secondary stages, to store and retrieve all the teacher's personal data, official data, communication data, job data, scientific and educational qualifications, practical experience and level of performance at work, Work, promotions, vacations, and financial benefits. This system provides statistics on teachers according to their specializations or school they belong to or the section to which they belong.

The system also provides accurate, up-to-date, safe and high-quality information for decision-makers in the educational supervision departments, thus contributing to supporting the educational process by right distributing the teachers according to their specialization and educational experience. also Information that offers by system on the jobs assigned to teachers and the identification of vacant and occupied ones, helps in determining the number of teachers who can be recruited in these jobs and identify the disciplines that we need based on accurate and up-to-date data from the database.

With regard to the rights of teacher, the system ensures the nomination of the teacher to upgrade at the due date to upgrade to the top degree very easily, which makes him reassured on his rights full-time and engaged in the performance of his educational mission. We have thus created a practical solution to the problem of delayed promotions and the consequent deprivation of financial rights. The system also has flexibility to accommodate other job data, and accommodates change in the educational ladder.
