آثر الإنفاق العسكري علي بعض المتغيرات الإقتصادية.

Abstract

مستخلص البحث: تناولت الدراسة بالوصف والتحليل أثر الإنفاق العسكري عليبعض المتغيرات الإقتصادية ممثلة في التضخم،المديونية الخارجية، التنمية الإجتماعية، الناتج المحلي الإجمالي، والإنفاق العام، في السودان للفترة 1993م-2013م، بإستخدام الأسإلىب الإحصائية الحديثة كبرنامج E.Views ونماذج تصحيح الخطأ، وإختبار الــــ white test، وقد تمثلت مشكلة البحث في أن الإنفاق العسكري في السودان كان في تزايد علي حساب الجوانب الإنفاقية الأخرى خاصة جانبيّ الصحة والتعليم ، وجانب الخدمات، مما أدي إلى تدهور هذه القطاعات الحيوية وإنعكس هذا التدهور سلباً علي مختلف الجوانب الإقتصادية ومستويات المعيشة لدي السكان ، وتعود أهمية الدراسة لكونها تعالج موضوعاًهاماً في الإقتصاد السوداني لم يحظ بإهتمامات الباحثين من جهة ومن جهة أخري فإن الإقتصاد السوداني يمر بمرحلة تقتضي تخفيض الإنفاق العسكري وبالتإلى فإن هذه الدراسة يمكنها القاء الضوء علي ما يتركه ذلك من أثار علي قطاعات الإقتصاد المختلفة.وهدفت الدراسة إلى معرفة أثر الإنفاق العسكري علي المتغيرات المذكورة آنفاً ومن ثم معرفة مدي مساهمة هذه الأثار في واقع الإقتصاد السوداني وإنعكاسها علي عملية التنمية الإقتصادية بصورة عامة. وإفترضت الدراسة أن للنفقات العسكرية أثار سالبة علي الإقتصاد السوداني من واقع أنها قد كانت في معظمها نفقات حربية موجهة لخدمة المجهود الحربي وليس لزيادة التراكم الرأسمالي، وأن الإنفاق العسكري يساعد في خفض معدلات الناتج المحلي الإجمالي ،هذا فضلاً عن دوره الكبير في زيادة حجم الإنفاق العام وتفاقم المديونية الخارجية والداخلية وما يتبع ذلك من مشكلات في زيادة حدة التضخم والتبعية السياسية والإقتصادية للخارج. وللوصول إلى نتائج فقد إتبعت الدراسة منهجية نظرية وصفية وتحليلية قياسية وأجرت الإختبارات الإحصائية الحديثة لبيانات النموذج القياسي المستخدم باستخدام إختبار ديكي –فوللر المدمج وفيليبس بيرون وتوصلت الدراسة إلى عدة نتائج وتوصيات أهمها، أنه علي الرغم من ضرورة الإنفاق علي المؤسسة العسكرية والوحدات التابعة لها، إلا أن تأثير الإنفاق العسكري علي معدلات النمو الإقتصادي كان سلبياً ،حيث كانت العلاقة بينه والناتج المحلي الإجمالي والتنمية الإجتماعية علاقة عكسية ، بينما تؤدي زيادته إلى زيادة الإنفاق العام والدين العام،وإستناداً لهذه النتائج فإنه من المهم خفض وترشيد الإنفاق العسكري من خلال إتخاذ الإجراءات التي تضمن موائمته مع الحاجة الفعلية ومن خلال العمل علي وصول إلى حالة سلام دائم،مع تحسين إنتاجيته لتحقيق الاهداف الأمنية والتنموية معاً، فإن ذلك سيترتب عليه توجيه هذه الموارد لغايات إنتاجية تساهم في زيادة حجم الإستثمار، وترتقي بمعدلات الإقتصاد القومي وترفع من مستويات المعيشة لدي السكان. Abstract: The Search described and analysis the impact the military spending on some economic variables are represented in inflation, external debt, social development, GDP and public spending in the Sudan during the period from 1993-2013,Using modern statistical. methods to program E. Views, models error correction, and white test, has represented the research problem in the military spending in Sudan was on rise at the expense of spending other aspects, Private side of health and education, along with services, which led to deterioration of these vital sectors and reflected negatively on various other aspects of the economic and living standards of the population, importance of this study to back it addresses an important topic in Sudanese economy has not received attention economy is undergoing exigencies of reducing military spending and therefore, this study could shed light on what does this have effects on different sectors of the economy, The study aimed to find out the impact of military spending on the above mentioned variables and then find out the extent of the contribution of these effects in reality of Sudanese economy and its impacts on the economic development process in general. The Search assumed that military expenditures negative effects on the Sudanese economy from the fact that it has been mostly geared to serve the war effort of war expenses and not to increase capital accumulation, that the military spending help lower GDP rates .This as well as a great role in increasing the volume of public spending and worsening of external debt and internal, consequent problems in increasing inflation and political and economic subordination to outside the state. To reach results study has followed methodology and descriptive and analytical theory standard statistical tests conducted for the modern data standard model user using Dickey testing - Built-Fuller and Phillips Peron, study reached several conclusions and recommendation the important of it is, that despite the need for spending on the military establishment and its units, but that the impact of military spending on economic growth rate was negative, where as the rogue between them and local production total and social development is an Inverse relationship, while lead increased boiled increase public spending , public debt and on the basis of these results, it is important to reduce and rationalize military spending through have taken measures to ensure harmonized with the actual needs and through working on arrival to a state of permanent peace, While improving productivity to achieve the goals and the German development together, it will resulting directing these resources to productive purposes contribute to increasing the.volume of investment, and elevate rates of the national economy of the living standards of the population.
