أثر التقلبات في سعر الصرف على ميزان المدفوعات / دراسة حالة العراق من 2000 – 2015

Abstract

المستخلص يتناول البحث العلاقة بين ميزان المدفوعات وسعر صرف العملات الأجنبية في العراق باعتبار أن هذا يؤثر علي المتغيرات الاقتصادية الكلية للبلاد. ونعطي لمحة عن الاقتصاد العراقي وما يعانيه من مشاكل في ميزان مدفوعاته واثر سعر الصرف الأجنبي عليه. وقد خصصت الفصل الأول لعرض الإطار النظري والمفاهيم لسعر الصرف وميزان المدفوعات وقسم إلى مبحثين لتغطية هذا الجانب المهم الذي يؤثر بصورة مباشرة حيوية اقتصاد البلاد. ومن يتم استعراض جانب من المتغيرات التي تؤثر على الميزان متناولاً عدة متغيرات منها عرض النقد بالمفهوم الواسع M2 والتضخم و الناتج المحلي الإجمالي إضافة إلى متغير سعر الصرف. وقد استخدم في هذا البحث المنهج التحليلي مستعينا بأدوات الاقتصاد القياسي عن طريق إجراء الاختبارات التي تهدف إلى بناء النموذج الاقتصادي وقياس مدى استقراريته مستخدما اختبار ديكي فيلر واختبار فيلبس بيرون إضافة إلى اختبار التكامل المشترك وفق جوليس جوهانسن . أثبتت النتائج وجود علاقة موجبة بين تحسن سعر صرف الدينار العراقي مقابل العملات الحرة مع ميزان المدفوعات وكان المعامل يساوي (58.98) . وكذلك كانت علاقة ميزان المدفوعات وإجمالي الناتج المحلي أي أن انخفاض الناتج المحلي الإجمالي سوف يخفض من ميزان المدفوعات حسب المعامل (-0.016). وأن هناك علاقة طردية بين ميزان المدفوعات وعرض النقود. وهذا يعود إلي تحسن قيمة الدينار العراقي مقابل العملات الصعبة مما ينعكس علي ميزان المدفوعات. وكانت أهم التوصيات بالاستفادة من فوائض ميزان المدفوعات في الجانب الاستثماري لتنمية القطاعات الاقتصادية في العراق. هذا بالإضافة إلي تقليل الواردات وتحسين الإنتاج لتحقيق فائض في الميزان التجاري. هذا يتطلب تنويع الإيرادات العامة للدولة بتشجيع القطاعات الاقتصادية مثل الزراعة والصناعة والخدمات ويشجع علي استغلال أمثل للموارد البشرية والطبيعية في الاقتصاد العراقي.

Abstract The research deals with the relationships between the balance of payments and the foreign currency exchange rates in Iraq considering that affects macroeconomic variables of the country> The research also give a glimpse of the Iraqi economy and its problems of the balance of payments and the impact of the foreign exchange rate. The first chapter was devoted to presenting the theoretical and conceptual framework of the exchange rate and the balance of payment. It was divided into two sections in order to cover this important aspect which directly affects the county’s economic viability. Some variables were presented as they are affecting the balance of payments including money in the broad sense M2, inflation rates and GDP in addition to the variable exchange rates. The analytical method was used for the analysis by econometrics tools. Tests were conducted in order to build an economic model and measuring its stability by using the Dickie Feller test and the Phelps Peron test as well as the joint integration test according to Jules Johansson . The results proved a positive relationship between improvements in Iraqi Dinar exchange rates against foreign hard currencies, and balance of payments with a coefficient of (58.98). The balance of payments also had relationship with Gross Domestic Production that indicates reductions by (-0.16). Moreover, there were positive relationships between the balance of payments and money supply. That should be due to improvements in the value of Iraqi dinar versus foreign hard currencies. The most important obtained recommendations were to utilize surpluses from the trade balance and balance of payments which should be directed to investments in developing the economic sectors in Iraq. That is in addition to minimizing imports and improving economic production to improve surpluses in trade balance. That requires the diversification of public resources with encouraging the economic sectors such as agriculture, industry and the services sectors and optical utilization for the human and natural resources in the Iraqi economy.
