الدور السياسي للأقليات في الوطن العربي (دراسة حالة الأقباط في مصر)

Abstract

مستخلص الدراسة

تناول هذا البحث موضوع الاقليات الذي أصبح يشغل بال كثير من الدارسين والقادة والاعلامين . وذلك لإرتباطه بالمسائل الحيوية للكيانات السياسية ، كالاستقرار السياسي والوحدة الوطنية والامن القومي .

وقد أنطلقت الدراسة من فروض أساسية ، مفادها أن الاقليات بمختلف أنواعها تعتبر عامل من عوامل التوتر .

على المستوى العربي فإن (الدور السياسي) الذي لعتبه هذه الاقليات كان من أكثر الاسباب التي اعاقت الاندماج بين كياناته السياسية .

قسمت الدراسه الى اربعه فصول رئيسيه ، تناول الفصل الاول : المفاهيم الاساسية للداراسة المتعلقة بالاقليلت والاثنيات ، اما الفصل الثانى فقد تحدث عن الدور السياسى الذى لعبته اهم الاقليات فى الوطن العربى فى مشرقه ومغربه ، مع ابراز الدور السلبى الذى لعبته القوى الخارجية .الفصل الثالث تناول تاريخ الاقباط فى مصر واماكن تواجدعهم وعلاقتهم بالحركة الوطنية المصرية وقبلها علاقتهم بالدولة العثمانية .

اما الفصل الرابع فى هذه الدراسة سلط الضوء على الدور السياسى الذى لعبه الاقباط فى مصر عبر الحقب الوطنية المختلفه ، ابتداءاً بثورة يوليو 1952م ومروراً بعهد الرئيس السادات وحتى الان .

وإستخدم البحث المنهج التاريخي والتحليلي والوصفي حيث تم تحديد العلل والاساب والمعالجات وصولاً للتوصيات والنتائج .

تمثلت اهم النتائج في ان هنالك غياب شبه كامل لوجود (قوة توحيد) فاعلة ومؤثرة تعمل على جذب التعدديات والاقليات المتواجدة في المجتمع العربي . كما وان هنالك عوامل خارجية كانت ومازالت تلعب دوراً (سلبياً) في إذكاء مشكلة الاقليات في الوطن العربي ، بالاضافة الي ذلك أن هذه المشكلة في حدتها (صعوداً وهبوطاً) لها إرتباط وثيق بنوع الانظة السياسية ودرجة التوظيف السياسي في هذه البلدان .

ورغم الاشكاليات والمهددات التي تمثلها أغلب الاقليات ، إلا ان هنالك جزءاً منها قد لعب دوراً إيجابياً عبر التاريخ القديم والحديث في الوطن العربي (كالاقباط والشيعة مثلاً) .

أما فيما يتعلق بالاقباط في مصر ، فقد أثبتت الدراسة أن هنالك بعض المشاكل والاحداث التي تظهر بين الفينة والاخري داخل المجتمع المصري عبر جميع الحقب السياسية ، لكن الاقباط كان لهم دور إيجابي ومؤثر في اوقات النضال الوطني إبان مقارعة الاستعمار وعند الحروب الكبري التي خاضتها مصر مع العدو الصهيوني .

وقد أوصت الدراسة بضرورة إنتهاج الحكومات العربية سبيل (الاصلاح الشامل) بغية تحصين الجبهة الداخلية ، وإنتهاج الديمقراطية التي تتلائم مع قيم وثقافة ومبادئ المجتمعات العربية كوسيلة من وسائل الحكم . كما أوصت الدراسة بإقرار حق المواطنة للأقليات المتواجدة على الاراضي العربية وفقاً للمنظور الاسلامي . كذلك يحب إيجاد مقاربة سياسية أمنية إقتصادية إجتماعية شاملة مع دول الجوار الجغرافي التي لها تأثير مباشر على كثير من البلدان العربية.

Abstract

This research handles the topic of minorities that make every leader and researcher and wonder because it relates to the political bodies vital issues, like political stabilization and national unity and national security.

There are many hypothesis which are in the study, represented in that the minorities with their different types are considered as a factor of tension..

On the Arabian level the political role that is played by these minorities is one of the most obstacles that face the merge between its political bodies.

The research uses the historical, analytical and descriptive level by specifying the problems and reasons and manipulations reaching to the recommendations and conclusions.

The most important results are represented in : that there is a semi complete absence to the existence of an effective and efficient unity force that works on attracting minorities that exist in the Arabian society . Also there are international factors that played and plays a positive role in increasing the problem of minorities in the Arab world , in addition to that this problem has a great relation with the kind of political systems and the degree of political employment in this countries

Although there are many threats and problems most of these minorities represent, there is a part of these minorities which plays a positive role through the ancient and modern history in the Arabian mother-land like (Copts and Shiah) .

In relation to the Copts in Egypt , the study proves that the there is some problems and events that happened in the Egyptian society through all political times , but the Copts have a positive and effective role in the times of the national struggle , when fighting colonization and in the great battles that Egypt fought with the Zionist enemy.

The study recommends that it is important that the Arabian government should take the comprehensive reconciliation as a way to protect the internal front, and implementing democracy that is suitable with the values and culture and principles of the Arabian society as a mean from the means of governance .the study also recommends to declare the right of citizen ship to the minorities that exist in the Arabian countries according to the Islamic perspective. Also we should find a comprehensive political, economical and social neighboring context with the geographical neighboring countries that has a direct influence on many of the Arabian countries.
