دور الادراة الاستراتيجية في تطوير الهيئات العامة بالسودان (دراسة حالة هيئة سكة حديد السودان)

Abstract

مستخلص البحث تناولت الدراسة أهمية الإدارة الإستراتيجية في تطوير الهيئات العامة بالسودان (دراسة حالة سكك حديد السودان) نجد انه حيث أصبح من الأهمية بمكان تطبيق الإدارة العلمية الحديثة والتنادي بتبني وتطبيق الإدارة الإستراتيجية حيث ارتبط تطبيقها بتطور الأداء وكفائتة وبالتالي جودة وتحسين الخدمة المقدمة وقوة الوضع التنافسي للهيئة كمرفق استراتيجي هام وحيوي . افترضت الدراسة إن هنالك عوامل متعددة منها ما هو سياسي واقتصادي وبيئي وامني أدت إلى تدنى أداء السكك الحديدية وتقاعسها وركودها وضعف بنيتها التحتية مما يستوجب ويحتم تطبيق إدارة إستراتيجية بالهيئة لتحقيق أهدافها مع ضرورة توفير التمويل الازم بشقيه المحلى والاجنبى خاصة بعد أن أدى غياب الخطة الإستراتيجية إلى عجز الهيئة وبالتالي عجز مواردها الذاتية من الوفاء بالتزاماتها وتطوير بنيتها التحتية وتحديث ودعم أسطولها بالقوة الناقلة والساحبة . وتناول الباحث من خلال الإطار العام للدراسة مشكلة البحث والتي تتمثل في غياب الإدارة الفاعلة والتخطيط الاستراتيجي لحل مشكلة الهيئة المتمثلة في ضعفها وتراجع دورها كمرفق اقتصادي هام . أوضح الباحث غياب الإدارة العلمية الحديثة، ولتفعيل وتطوير هيئة السكك الحديد حتى تحقق أهدافها ورسالتها التي من اجلها أنشئت لابد من تطبيق خطة إستراتيجية لانتشالها من الوضع المتدني الذي ألت إليه كما كشفت الدراسة الميدانية عن وجود عدة عوامل من أهمها العوامل المالية والإدارية أدت إلى التراجع الكبير والواضح في أداء هيئة السكك الحديدية . كذلك كشفت الدراسة عن غياب الخطة الواضحة والفاعلة لمعالجة أسباب هذا التدهور في أهم وسيلة للنقل بالبلاد . كما أوصت الدراسة بأهمية تطبيق الإدارة الإستراتيجية ووجود الكادر الادارى المؤهل بالخبرة العلمية والعملية حتى تحتل الهيئة مكانتها الرائدة كناقل وطني ذو أهمية إستراتيجية واقتصادية هامة لبلد كالسودان بمساحته الواسعة وترامى أطرافة مع ظهور الصناعات التعدينية وبعدها عن عاصمة البلاد والموانئ البحرية كناقل كبير الحجم وقليل التكلفة .

The researcher take threw the general frame so the problems of the studding research which contain the absents of the weeks and back circular as governments facility famously economic , to solve out strategic the planning research corporation problems of the way researcher explained. so the absent of administrative scientific development to increase the progressing .so the corporation to approve the targets and it’s letter buildings , so we should practice strategic planning to take hand this corporation form down subject at this time sonly. The update study explained there more causes and administrative purposes of administrative and finance which cause side down and more clear for the job of the railways situation , also the study explain the clear absent of strategic planning and more development the rights strategic E.X. administrative and should be have scientific experience and practice according to have corporation to hand over the advance places as home transportation with imports strategies and famous economic for the country as capital Sudan with wide distance and corners and shinning of some industries of mineral and distance between capital city and sea port of establishing railway government facility as a carrier transportation with the others carrier which less and cheep costing .
