Abstract

المستخلص صحيفة المدينة ودورها في إستقرار الدولة الإسلامية في الفترة من (1-11هـ - 622 – 632هـ). تعتبر صحيفة المدينة أول دستور مكتوب في الاسلام بل تعتبر من أول التشريعات فيما يتصل بتحديد الحقوق والواجبات وتنظيم العلاقات الإجتماعية والسياسية داخل الدولة ومع جيرانها وقد كتبت هذه الصحيفة بإملاء الرسول صلى الله عليه وسلم في العام الأول من هجرته إلى المدينة وقد هدف هذا البحث إلى التعرف على صحيفة المدينة ودورها في إستقرار الدوة الإسلامية وتحقيقها للأمن والسلام بين فئات وأقليات المجتمع المختلفة من (مسلمين – مشركين - يهود) في دولة الإسلام الناشئة (دولة المدينة) في الفترة من (1-11هـ / 622-632م) ومن خلال دراستي لصحيفة المدينة وجدت أنها استطاعت أن تنظم العلاقات الداخلية والخارجية للدولة الإسلامية الناشئة (دولة المدينة) ، وكما سعت لتوطيد الأمن والسلام بين فئات وأقليات المجتمع المختلفة وقد استطاعت ان تحقق الأمن والسلام وهدف الرسول صلى الله عليه وسلم وهو أن يصل بيثرب (المدينة) موطنه الجديد إلى وحدة سياسية ونظامية لم تكن معروفة من قبل في سائر أنحاء الحجاز وكما أظهرت هذه الوثيقة حنكة وبراعة الرسول صلى الله عليه وسلم السياسية وقد نقلت أيضاً سكان المدينة من نظام الأسرة والعشيرة والقبيلة إلى نظام الأمة الواحدة وتوفير الأمن الداخلي لجميع المتعاقدين وقد كفلت لجميع المتعاقدين الحقوق والحريات وأخذت بمبدأ التسامح الديني المفضي إلى تحقيق الأمن والسلام والتعاون بين عناصر المجتمع وعملت على سيادة العدل والمساواة في الحقوق والواجبات العامة والمساواة امام القانون ونظمت المواطنة وحددت اسسها وضوابطها للمسلمين وللطوائف الأخرى.

Abstract

This newspaper it was written with the dictation of the Messenger, may God bless him and aimed to identify the city newspaper And its role in the stability of The Islamic State and its achievement of security and peace between different groups and minorities of society (Muslims- Muslims, Legislators-Jews) in the emerging State of Islam (The State of Medina) from (1-11 Ah / 622-632 AD) Through studies of the newspaper Al Madina found that It has been able to organize the internal and external relations of the emerging Islamic State (The State of the City) and also sought to consolidate security and peace between different groups and minorities of society and has been able to achieve security and peace and the goal of the Prophet (peace be upon him) that bether (city) reach his new homeland to a political and orderly unit that was not previously known throughout the Hijaz and as this document showed the statesmanship and ingenuity of the Prophet peace be upon him, and has also transferred the city's inhabitants from the family system, clan and tribe to the one nation system and provide internal security to all contractors. Rights and freedoms and took the principle of religious tolerance leading to security, peace and cooperation between the elements of society, worked on the rule of justice, equality of rights and public duties, equality before the law, and organized citizenship and defined its foundations and controls for Muslims and other communities
