أثر الاستثمار الأجنبي على أجمالى الناتج القومي

Abstract

مستخلص البحث الغرض الأساسي من هذه الدراسة هو تقييم أثر الاستثمارات الأجنبية والوطنية على الدخل والناتج المحلي الإجمالي أي بمعنى مدى تأثير الاستثمار بشقيه المحلي والأجنبي على الاقتصاد السوداني وعلى السياسة الاقتصادية الكلية في السودان . وتتألف الدراسة من مقدمة وثلاث فصول وخاتمة وكذلك تحتوي على نتائج وتوصيات وقد اتبعت الدراسة المنهج الوصفي التحليلي واعتمدت على المراجع والدراسات السابقة في موضوع الاستثمار وما يتوفر من تقارير وأوراق عمل . وقد أولت الدولة اهتمام بالغ بالاستثمارات الأجنبية وعملت على تهيئة المناخ الاستثماري للقطر حتى يتمكن من جذب المستثمرين ، وفي سبيل تحقيق هذا الهدف اتبعت سياسات اقتصادية جاذبة لرؤوس الأموال إلى الداخل وتبع ذلك تطوير في التشريعات الاستثمارية والتي بدأت من أول قانون للاستثمار سنة 1956م قانون الميزات الممنوحة وتدرجت إلى قانون تشجيع الاستثمار لسنة 1999م ، تعديل 2000م . وتناول البحث مناخ الاستثمار في السودان من حيث المقومات والإمكانيات الجاذبة للاستثمار إلى السودان والمعلومات التي تواجه الاستثمارات بصورة عامة مع توضيح بعض المعلومات التي تخص السودان وقد تم رصد مجموعة من المعلومات تختلف فيما بينها من حيث درجة تأثيرها على تدفقات رؤوس الأموال واستقرارها في البلد المضيف . وبتحليل هذه المعلومات نجد ان هناك تاثير من جانب الاستقرار السياسي على الاستثمار والقوانين والتشريعات و كان الناتج أن هناك تأثير كبير لهذه المعوقات على إجمالي الاستثمارات المتدفقة ، وتوصل البحث أن هناك استثمارات أجنبية حقيقية في السودان ساهمت فعلاً في إحداث تنمية اقتصادية في البلاد بصورة عامة وفي مناطق التي أقيمت فيها هذه المشروعات بصفة عامة .

Abstract:

The main aim of this study is to evaluate the effect of local and foreign investment for the (GDP) gross domestic product, other meaning the both investment's influence to Sudanese economic and macro economic policy in Sudan.

The research includes interdiction, three chapter, result and recommendation. The research followed the descriptive and analysis methods, also depend on secondary data in references previous studies, reports and working papers in investment topic.

The government has strong interest to the foreign investment, so it's greatest best investment in order to attractive investors, in the way to satisfy this goal, it followed attractive economic policies for foreign capital and improve the investment rule which started from 1956 in first investment rule up to encouragement rule in investment at 1999 which modified at 2000.

The research discussed the climate of investment in Sudan according to the abilities and attractive possibilities for investment in Sudan, in addition to the general investment information specially in Sudan, much different information should be collected due to effects in capital flows and stability in visited country.

According to the information analysis the researcher achieves to strong influences from policy stability part for in vestment, laws and legislations.

Also the result, there is great effects for this obstacles for gross investment flows.

The research achieves to the real foreign investments in Sudan which have an actual participations in making general economic development in the country at specially the aimed areas projects.
