أثر الحكم المحلي في التنمية المستدامة

Abstract

المستخلص تهدف هذه الدراسة أساساً الى دراسة أوضاع الحكم المحلي في السودان وترتكز على فرضية مفادها أن هناك علاقة ذات دلالة إحصائية بين (عجز موارد الحكم المحلي, وضعف خدمات التنمية المستدامة، والاختلال في معايير انشاء المحليات,و فعالية الأدوار الرقابية للمجالس التشريعية المحلية,ثم تدريب العاملين في الحكم المحلي ومستوي التنمية المُستدامة). وقد اوضحت بيانات الدراسة الميدانية والتي شملت محليات الخرطوم، نيالا، القضارف، والدامر، صحة فرضيات الدراسة وخلصت الى وجود علاقة ذات دلالة معنوية بين( عجز موارد الحكم المحلي،وضعف خدمات التنمية المستدامة، والإختلال في معايير انشاء المحليات،و فعالية الأدوار الرقابية للمجالس التشريعية ومستوى التنمية المستدامة) وعلية فقد أوصت الدراسة بالاتي: -التنسيق الجيد بين الولايات والمحليات ومراجعة التشريعات والقوانين الخاصة بالحكم المحلي ، بما يحقق الإستقلال الكامل لمستوي الحكم المحلي. -مراجعة معايير إنشاء المحليات والتوافق على حد أدني من المعايير القومية حتى لا تستخدم المحليات كأداة للترضيات السياسية. -مراجعة أنماط التمثيل في المجالس التشريعية المحلية بما يحقق المشاركة الواسعة ومن ثم الرقابة الفاعلة.Abstract The main objective of this study is to analyse the performance of local rule in the republic of the Sudan in the period (1999-2009). The main hypothesis of this study is that there is correlation between financial inability,the poor service of sustainable development the absence of rational criteria for locality establishment, inadequate personnel training and absence of observation on one hand and the level of ‘sustainable’ development achieved at the local level, on the other hand. Empirical data from Khartoum, Nyala, Gadarif and Damar localitis have asserted the acceptance of research assumption So, the study recommended the following: coordination between states and localities for better performance of local rule, revising criteria for locality establishment to reach sound measures to stop political miuse of locality establishment and finally to revise patterns of representation in local constitutional councils so as to widen participation and to empower local representatives for effective observation
