دور المناطق الحرة في التنمية الإقتصادية دراسة حالة منطقة قرى الحرة للفترة (2011-2014م)

Abstract

المستخلص يهدف هذا البحث إلى التعرف على مقومات ومعوقات نجاح المناطق الحرة، والكيفية التي تواجه به هذا التحدي الذي يحول دون تحقيق أهدافها المنشودة، والتعرف على مستقبل المناطق الحرة في ظل التكتلات الإقتصادية، والتعرف على المنطقة الحرة قري ودورها في تنشيط حركة التجارة الدولية، والمكاسب المحتملة في ظل التحول من النشاط التجاري إلى النشاط الصناعي بإنشاء صناعات تصديرية مستفيدة من شبكة الإنتاج الدولية. وقد تم إستخدام المنهج الوصفي والتحليلي، وإعتمد المنهج الوصفي على حساب بعض مؤشرات المناطق الحرة في العالم، وركز المنهج التحليلي بتحليل بعض المؤشرات الإقتصادية للمنطقة الحرة قري معتمداً على بعض بيانات حركة النشاط الإقتصادي بقري. وأهم الفروض التي قام عليها البحث إن المنح والإعفاءات التي تقدمها المنطقة الحرة قري تسهم في تنشيط حركة الصادرات والواردات وينعكس ذلك إيجاباً على التنمية الإقتصادية في السودان، وإن تزايد وتطور التكتلات الإقتصادية يعتبر من محددات حركة التجارة في المناطق الحرة، وان تحول المنطقة الحرة قري من منطقة حرة تجارية إلى منطقة حرة للصناعات التصديرية يسهم في جلب التكنولوجيا المتقدمة. وقد خلص البحث على نتائج عديدة تتلخص في أن المنطقة الحرة قري منذ إنشائها لا زال النشاط التجاري يطغي عليها، ولم تهتم كثيراً بتطوير النشاط الصناعي الموجه للتصدير. ومن أهم توصيات البحث ضرورة تشجيع الصناعات التصديرية بمنطقة قري الحرة ووضع إستراتيجية متكاملة تعني بتطويرها والتركيز على الموارد والخامات المحلية في التصنيع.

Abstract This research aims to identify viable and successful free trade zones, and how to face the challenge of preventing the intended goals, and learn about the future of free zones under the economic blocs, and know about the Garri free zone and its role in revitalizing international trade, and the potential gains under the shift of business to industrial activity by creating export industries benefiting from international production network. Have been using descriptive and analytical and descriptive at the expense of some indicators of free zones in the world, and the analytical approach focused on the analysis of economic indicators for region of Garri Freezone dependent on some beef traffic economic activity. The main hypotheses of the research grants and exemptions offered by Garri Free zone contribute to the revival of exports and imports is reflected all that positively affect economic development in Sudan, and that the growing and evolving economic blocs is one of the determinants of trade in the free zones, and to transform the free zone of free trade zone free zone for export industries to contribute to bringing advanced technology. Search has found several results are summed up in the Garri Free zone since its establishment still dominated trading activity, and did not care much for developing export-oriented industry. One of the main recommendations of the search need to promote export industries in the region of the villages of free and develop an integrated strategy dealing with development and focus on resources and local materials in manufacturing.
