أثر سياسات ترقية وتطوير الصادرات غير البترولية على الناتج المحلي الإجمالي في السودان في الفترة من 1999 – 2010م

Abstract

المستخلص تناول هذا البحث أثر سياسات ترقية وتطوير الصادرات غير البترولية على الناتج المحلي الإجمالي في السودان خلال الفترة من (1999-2010)م. ويحتوي هذا البحث على ثلاثة فصول متناولاً: خلفية عن الصادرات السودانية، والسياسات الاقتصادية لترقية وتطوير الصادرات غير البترولية، والدراسة التحليلية والرؤى المستقبلية ، وقد قام البحث على عدد من الفرضيات وأهمها : ظهور البترول السوداني أثر سلباً على نسبة عائدات صادرات القطاعات الاقتصادية الأخرى غير البترولية. ومن أهم النتائج التي خرج بها البحث هي : إن سياسات ترقية وتطوير الصادرات غير البترولية كان أثرها على الناتج المحلي الإجمالي ضعيفاً جداً خلال الفترة من (1999-2008)م. كما تضمن البحث عدداً من التوصيات ومن أهمها : ضرورة الالتزام بسياسات محددة ولمدى زمني معقول وفق أهداف محددة كالإنتاج من أجل التصدير مثلاً، وتنويع قاعدة الصادرات، وضمان تدفق عائدات الصادرات ، واستقرار هذه السياسات.

Abstract

This research addressed the impact of policies to promotion and develop non-oil exports to GDP in the Sudan during the period (1999-2010). It contains a search on the three chapters, addressing :Background on Sudanese exports ,and economic policies for the promotion and development of non-petroleum exports , and an analytical study of visions of the future , has research on a number of assumptions, including :the emergence of Sudanese petroleum negative impact on the proportion of the proceeds of exports, economic sectors other than petroleum .

One of the main findings of the research are :The policies of promotion and development of non-oil exports was the impact on GDP is very weak during the period (1999-2008).

The research has included a number of recommendations including: commitment to specific policies and the extent of a reasonable time according to specific objectives such as production for exports, for example, diversifying the export base and ensure the flow of export earnings, and the stability of these policies .
