هجــرة العقول السـودانية وأثرها علي التنمية الإقتصاديـة

Abstract

مستخلص البحث تناول البحث ظاهرة هجرة العقول والكفاءات السودانية الي الخارج خلال الفترة من 1990-2004م ، والتي تفاقمت خلال العقد الأخير من القرن الماضي، مما كان له الأثر السالب علي واقع التنمية الإقتصادية في السودان في تلك الفترة ، وذلك بهدف الوقوف علي الإطار النظري للهجرة والتعرف علي حجم وتطورات الهجرة السودانية الخارجية ومعرفة الأسباب الكامنة وراءها وأهم دوافعها ، وبحث الأثر التي تتركه هذه الهجرة علي مشروعات التنمية في السودان ، وذلك بالتطرق الي أثر التعليم علي التنمية بإعتبار أن التعليم هي مفتاح التنمية والتطور في المجتمعات كافة والمجتمعات النامية علي وجه الخصوص وهو والمعني بإعداد الفرد وتأهيله وصقله بالمهارات والخبرات ، ومن ثم إستخلاص النتائج والحلول اللازمة للحد من الآثار السالبة لهجرة العقول . إعتمد البحث علي المنهج الوصفي التحليلي المتكامل بإفتراض أن الأسباب الإقتصادية والظروف الحياتية سواء – بالداخل أو الخارج – هي من أهم دوافع الهجرة الخارجية ، وأن هجرة الخبرات ذات التأهيل العالي تمثل خسارة كبيرة تخصم من الرصيد الإقتصادي البلاد ، وقد توصل البحث إلي أن هجرة العقول والخبرات هي من أهم وأخطر المشكلات التي تواجه وتعيق البرامج التنموية والتخطيطية لدول العالم الثالث عامة والسودان بصفة خاصة ، مما ينتج عنه تخريب للقوة المنتجة في الإقتصاد وتوسيع الهوة بين الدول الغنية والدول الفقيرة ، وتؤدي الي تقنين جانب التبعية الإقتصادية لغير صالح السودان ، وبناءاً علي ذلك جاءت توصيات البحث بضرورة إهتمام الدولة بظاهرة الهجرة وإنعكاساتها علي قطاعات الإقتصاد المختلفة ، وتوفير البيئة والمناخ المناسب ، وتحسين الوضع الإقتصادي والمعيشي لهذه الكفاءات ، ومراجعة سياسات التشغيل والنظم التعليمية ليكون ملائماً مع إحتياجات سوق العمل. Abstract

The research studied the immigration of the Sudanese minds and professionals abroad from 1990 – 2004, which aggravated last decade in the previous century which has affected the Sudanese development negatively.

The aim of this research is to take the immigration issue into perspective and to find out the size and the broad Sudanese immigration growth and the reasons behind it, it’s motives plus searching the influence that remains in the Sudanese development.

The research takes into account the educational effect towards the Sudanese development, considering education as a development and progress key that caters for equipping and qualifying the individual to polish skills and experiences, then obtaining results and solutions to stop negative influences of minds migration.

The research was analyzed using the descriptive analysis assuming the economical reasons and the living situations inside and outside Sudan as the main reasons for migration where migration of professional is considered as a huge credit from the Sudanese economy. The research has also found that migration of experiences and professionals as the important and dangerous problems that hinders the development plans and programs in Sudan in particular and the Middle East in general which results in a deteriorated economical work force and widening the gap between the developed and developing countries, increasing the Sudanese economical following which is not in Sudan behalf.

Recommendation:

* The necessity of paying more attention towards the immigration phenomenon and its influences in various Sudanese sectors.

* The importance of improving the living situations and providing better living standards.

* Educational syllabus should meet the employment polices to enable individuals to cope in the market.
