المديونية الخارجية وأثرها على الدول النامية بالإشارة إلى حالة الاقتصاد السوداني (في الفترة من 2000م إلى 2009 م)

Abstract

مستخلص الدراسة هناك ضعف في القاعدة الاقتصادية بعد فترة الاستقلال، حيث فقدت الدولة السيولة مما حدا بها اللجوء للهيئات الدولية للحصول علي التمويل، لذلك تكمن مشكلة البحث في كيف وصلت المسالة المتمثلة في الديون الخارجية لهذا الوضع؟ وجاءت أهمية البحث من خلال الدور الذي تلعبه الديون الخارجية في تدهور النشاط الاقتصادي السوداني, افترض البحث أن السودان اعتمد على الحلول المقترحة من صندوق النقد الدولي والبنك الدولي لحل مشكلة المديونية دون إتباع سياسات داخلية جديدة. هدف البحث لمعرفة الأسباب الأساسية لازمة الديون الخارجية في السودان, وكذلك القيام بإجراءات لمعالجة السياسات المتبعة. اتبع البحث المنهج الوصفي لوصف ظاهرة أزمة الديون و تطورها وكذلك المنهج الإحصائي والتحليلي لتحليل البيانات للوصول لنتائج حقيقية. توصل البحث لعدة نتائج أهمها أن أزمة الديون الخارجية حدثت لعدم توظيف القروض في المشروعات التنموية والأداء الاقتصادي للسودان تحت إشراف صندوق النقد الدولي يؤدى لتقليل المديونية. أوصى البحث بحل جميع المشكلات السياسية لأجل ضمان إعفاء بعض الديون الخارجية. وأيضا بذل جهود من البنك المركزي ووزارة المالية لتخفيف عبء المديونية. على المجموعات السياسية الاتصال بالمانحين في عضوية مجموعة الدعم لتفعيل برنامج التمويل.

ABSTRACT

There is a weakness in economic base after the independence period when the government last the required liquidity that led the government to go to international corporations to seek finance. Therefore the problem of the research locates on how the financial problem which resulted in foreign debts has reached the present position?

The importance of the research comes from the role that foreign debts play in the deterioration of Sudanese economic activity. The research assumes that Sudan has depended on solutions' suggested by the international Monetary Fund and World Bank without following the required internal policies.

The aim of the research is to find the causes of the foreign debts crisis in Sudan and measures needed in order to improve the existing polices.

The research has followed descriptive approach to describe the phenomenon of debts crisis and its development and the statistical and analytical approach in order to reach real results. The research has reached many results the most important is that foreign debts crisis is due to the absence of the utilization of foreign loans in development projects and Sudan economic performance under the supervision of the International Monetary Fund may lead to the decrease of debts.

The research recommended the solutions of political problems in order to guarantee partial removal of the foreign debts, in addition to that the Central Bank and the Ministry of Finance have to make serious efforts to decrease debts burden. The political groups must exert efforts with donators to support the financial program for the Government of Sudan.
