تطور العلاقات الاقتصادية بين الاتحاد الأوربي والسودان في الفترة (1978-2007)م

Abstract

مستخلص البحث هذا البحث محاولة مبدئية لدراسة وتحليل تطور العلاقات الاقتصادية بين الاتحاد الأوربي والسودان للفترة من 1978-2007. واعتمدت الدراسة على البيانات الثانوية المناسبة لطبيعة البحث، المأخوذة من التقارير الرسمية الحكومية (مصلحة الإحصاء الزراعي)؛ والإقليمية (المنظمة العربية للتنمية الزراعية)؛ والدولية (الفاو) والاتحاد الاوربي. وقد استخدم المنهج التاريخي لتوضيح نشأة وتطور هذا الدور، ثم المنهج الوصفي التحليلي الإحصائي لتحليل أبعاد ومضامين ومستقبليات العلاقة بين الاتحاد الأوربي والسودان في مجال محاربة الفقر الريفي وانجاز التنمية الريفية عامةً، وتحقيق الأمن الغذائي خاصةً. وتوصلت الدراسة إلي استنتاج عدد من النتائج المنطقية التطبيقية، يتلخص مضمونها في: في أهمية الشراكة الدولية في التنمية الريفية ومحاربة الفقر والجوع في السودان بشكل عام، والاتحاد الاوربي بشكل خاص. خاصة في ظل تذبذب أوضاع الأمن الغذائي في السودان بسبب الحرب والنزوح واختلال السياسات الزراعية ومشاكل الإغاثة وضعف البنية الأساسية ونحو ذلك - وبرغم الموارد الطبيعية الهائلة. بناءً على ذلك، أوصت الدراسة بأهمية فهم السياق السياسي والاقتصادي والفني الدولي/الوطني لقضية الإمن الغذائي بالسودان، والإستفادة من فرص الاتفاقيات الدولية خاصة اتفاقية كوتونو (الاخف نسبيا من ناحية الضغط السياسي)، وعليه ترتيب تدابير ذات طابع وطني/محلي متفق عليها/وفي إطار من التعاون الدولي المنصف والمؤسسي، لتحقيق الأمن الغذائي في السودان. This research is a primary attempt to study and analyse the development of the economic relations between the European Union (E.U.), and the Sudan, in the period 1978-2007.

The study depended on the relevant secondary data, to nature of the research, which are obtained from the official reports of the government (Agricultural Statistics Department), the regional organizations reports, (the Arab Organization of Agricultural Development), the international reports, (The Food and Agriculture Organization FAO) and those of the European Union (E.U.). the historical approach was used, to explain the initiation and development of this role. Then, the analytic-descriptive statistical approach was used, to analyise the dimensions, content and the futuristic of the relations between the European Union (E.U.) and the Sudan, in the field of the combat of rural poverty and the achievement of rural development, generally, and specifically the achievement of food security.

The study deduced a number of logical and applicable results, which contents may be summarized as: the importance of international partnership in rural development and the combat of poverty and hunger, in Sudan, in general; and with the European Union (E.U.) in particular, on the light of the fluctuations of the situation of the situation of the food security in the Sudan. The said fluctuation is due to the war, displacement, the distortion of agricultural policies the problems of relief and the weakness of the basic structures etc etc.

Despite the huge natural resources, the study recommended the significance of the understanding of the political, economic and technical international/national courses of the food security in Sudan. Benefit could be made of the opportunities of the International Agreements- (especially Cotuno Agreement which is more comfortable; as far as political pressure is concerned).

Therefore, there is a need to make arrangements of a national local nature, which are agreed upon/or in the framework of the fair and institutional international cooperation, for achieving food security in Sudan.
