بناء نظام إلكتروني لإستخراج شهادة البحث

Abstract

الملخص يتناول هذا البحث مفهوم الحكومة الالكترونية وتطبيقها علي وزارة التخطيط العمراني التي تقوم بتقديم الخدمات الي الموطنين والمؤسسات الحكومية الاخري والقطاعات الخاصة كذلك ومن هنا تبرز اهمية حوسبة الخدمات التي تقدمها الوزارة ، ايضا يهتم البحث بعملية استخراج شهادات البحث وعملية تحويل ملكية الاراضي وتحويل الاغراض وعملية تحويل الاستخدام ، كما يشمل النظام ادارة البيانات الاساسية بالنسبة للاراضي بالاضافة الي التفاعل مع المواطنين او المستفيدين من خلال تقديم معلومات عن القوانين واللوائح والمستجدات وامكانية ارسال طلبات والاستفسار مما يزيد من الشفافية . ويساعد النظام علي التعاون بين الادارات المختلفة في وزارة التخطيط وتبادل المعلومات بشكل مبسط وسهل وأمن . وان التقليل من استخدام الورق والاعتماد علي النظام المحوسب في استخراج الشهادات يسرع و يوحد الاجراءات ، يساعد النظام علي تطبيق مفهوم الحكومة الالكترونية اي حوسبة الخدمات التي تقدم للمواطنين وتتم العملية بصورة دقيقة ، و يساعد النظام للوصول مجتمع المعرفة ويعتبر خطوة نحو حوسبة الخدمات الحكومية ولمواكبة التقدم التقني المتسارع حول العالم وبالاخص الانترنت. تم إستخدام لغة php في برمجة النظام وتم استخدام دوال Mysqli التي تتميز بالسرعة والمرونة وتدعم البرمجة الكائنية ، كما تم استخدام HTML5 التي تتوفر بها العديد من الاضافات التي تتعامل مع الخصائص والمميزات التي تريدها ، إن إستخدام Bootstrap يوفر الكثير من الوقت والجهد على المصممين أثناء تصميم الصفحات، فكل ما يحتاجه المصمم هو معرفة أسماء الأصناف Classes التي سيتعامل معها لإعطاء التنسيق المناسب للعنصر الذي يستخدمه. بالإضافة إلى ذلك فإطار العمل Bootstrap يجعل التصميم مُناسبًا ومتجاوبًا مع كافة أحجام الشاشات المُختلفة.

Abstract This research deals with the concept of E-government and how to apply it in the Ministry of Physical Planning, which is providing services to the citizens and government institutions and other private sectors as well, hence the importance of computing services provided by the ministry, the research also aims to computerized the system of lands certificates, and the process of converting land ownership and transfer purposes and the process of converting the usage of lands, The system also includes basic data management for Lands and interact with citizens or beneficiaries through the provision of information on laws, regulations and developments and the possibility of sending requests and inquire which increases transparency. The system helps and connects between different departments in the Ministry of Planning and exchange information in a simple, easy and secure way. And minimize the use of papers and rely on a computerized system for the certificates of lands ownership speeds and unites measures, the system also helps to apply the concept of E-government any computing services provided to citizens and the process is done accurately, and system helps to reach the knowledge society is a step towards the computerization of government services and to keep pace with technological advances accelerating around the world, especially the internet. Php programming language has been used in programming the system and Mysqli functions was used which is characterized by speed, flexibility and supports object-oriented programming, and also HTML5 that deals with the characteristics and features that you want and the use of Bootstrap saves a lot of time and effort for the designers during the design .All you need is to know the names of the Classes, which will deal with them to give proper coordination of the element that is used. In addition Bootstrap makes appropriate design and responsive to all different screen sizes.
