واقع الصناعة في محافظة إربد وآفاقها المستقبلية "دراسة جغرافية"

Abstract

تناولت الدراسة واقع الصناعة في محافظة إربد، التي تشكل وحدة جغرافية متباينة فيما بين أجزائها المتمثلة في المناطق الغورية المنخفضة غرباً، والمناطق الصحراوية شرقاً، والمرتفعات الجبلية جنوباً، والهضاب المطلة على نهر اليرموك شمالاً.

وقد تناولت الدراسة الخصائص الطبيعية والبشرية لمحافظة إربد باعتبارها إحدى المقومات الهامة في نشأة وتطوّر الصناعة، ومن ثم دراسة التطوّر التاريخي للصناعة في محافظة إربد، من حيث إعدادها وأنواعها وتوزيعها الجغرافي على ألوية المحافظة، ودور الصناعة في التنمية الاقتصادية في المحافظة والأردن، وإظهار الدور الذي يؤديه هذا القطاع والخصائص والمميزات التي يتمتع بها والتي تؤهله للمساهمة إيجاباً في التطوّر الصناعي.

وجاء اهتمام الحكومة بالقطاع الصناعي من خلال إصدار قوانين تشجيع الاستثمار، وجذب الاستثمارات الخارجية في هذا المجال إلى الأردن كان حافزاً لإنشاء مدينة الحسن الصناعية في إربد، ومن ثم التوّسع في إنشاء المدن الصناعية، وتأسيس مدينة سايبر سيتي الصناعية في لواء الرمثا والمنطقة الصناعية في الأغوار الشمالية.

وقد اعتمد الباحث في جمع المعلومات على المصادر والمراجع المكتبية، وعلى إحصاءات وزارة الصناعة والتجارة، ووزارة التخطيط، ودائرة الإحصاءات العامة، والبنك المركزي الأردني، وبنك الإنماء الصناعي، ومديرية صناعة إربد، وغرفة صناعة إربد، ومتصرفيات الألوية، ومؤسسة المدن الصناعية.

كما اعتمد الباحث على نتائج البحث الميداني المتمثل في تحليل الاستبانة المعدة لهذا الغرض، وعلى المقابلات الشخصية للعديد من المسؤولين في مختلف الدوائر والمؤسسات المعنية بهذا الموضوع.

وقد تم التوصل من خلال ذلك إلى أن محافظة إربد تضم العديد من المواقع الصناعية وعلى رأسها مدينة الحسن الصناعية، التي تعد من المدن الصناعية المؤهلة والتي يصدّر إنتاجها إلى أمريكا وإسرائيل، وتوفر (16920) فرصة عمل وتسهم في دعم الاقتصاد الوطني، وزيادة دخول الدولة من العملة الصعبة، وتحريك وتنشيط الحركة التجارية في المحافظة.

كما توصلت الدراسة إلى أن الصناعة في محافظة إربد تعاني من عدة مشكلات تعيق تقدّم القطاع الصناعي ممثلة في ضعف القدرة التنافسية للصناعات المحلية.

وتوصلت الدراسة إلى أن الآفاق المستقبلية للصناعة في محافظة إربد تحتاج إلى الرعاية المستمرة لتطوير وتنمية الصناعات المحلية، من خلال وضع سياسة صناعية واضحة المعالم تهدف إلى رفع حصة المدخلات المحلية وتعزيز القدرة التنافسية للمنتجات الصناعية.

The study dealt with industry in Irbed governorate which is a geographical unit that contains various geographical features such as the desert in the east, mountains in the south and hills overlooking Yarmouk River in the north.

The study investigated the natural and the human characteristics of Irbed as decisive factors in the emergence and the development of industry. The historical evolution of industry was also studied in terms of its number, types, geographical distribution in the districts, its roles in the economics development in the governorate and in Jordan.

The study highlighted the role of this sector, its characteristics and advantages that enables it to play a positive role in the industrial development in Jordan.

The government had shown a great interest in the industrial sector through issuing laws that facilitate money investment and attract foreign investments to Jordan. Al-Hassan industrial city was founded as a result of this to say nothing of other industrial sites such as the cyber city of Ramtha and the industrial area in North Ghor.

The researcher collected data through the registers and statistics of the ministry & Industry and commerce, the ministry of planing, the central bank, the bank of industrial development, the department of general statistics, Irbed industrial chamber, the districts of Irbed and the establishment of industrial cities. The researcher also developed a questionnaire to collect data and overviewed a number of officials in the concerned establishments.

The study revealed that Irbed has got a number of Industrial sites.

Al-Hassan Industrial city comes first in Irbed because it’s got facilities that made it possible to export its products to America and Israel, give employment to (16920) persons, support the national economy, increase Jordan’s reserves of foreign currency and refreshing trade in Irbed governorate.

The study also showed that industry in Irbed has got some draw backs represented in the poor competitive power of the local industries.

The study also indicated that the future prospects of industry in Irbed depends on the continuous attentions and care given to local industries to enhance and develop them.

This can be achieved by drawing up a clearly – stated industrial policy that aims at increasing the local industrial inputs and reinforcing the competitive power of the industrial products.
