أتمتة الإجراءات ودورها في تسهيل الإجراءات الإدارية بمحلية بحري (إجراءات ترخيص عربات نقل الركاب عن طريق تطبيق أندرويد نموذجاً)

Abstract

المستخلص في ظل التوسع و المضطرد في قطاع الخدمات الحكومية أصبح الاهتمام بجودة و كفاءة الخدمات المقدمة من قبل الدوائر الحكومية امراً محورياً لضمان تقديم خدمات تفتخر بها الدولة. ويعتبر إستخدام التقنية وحوسبة الاعمال من الأشياء التى تضمن ذلك لما للتقنية من مزايا و فوائد. يعاني المواطنون العديد المشاكل عند الذهاب للمحليات للقيام بأي إجراء إداري. فعند قيام مواطن ما بطلب رخصة خط لنقل الركاطب يجد أن هذه العملية تتم بشكل كامل بصورة يدوية مما يؤدي إلى تأخر إجراءات الترخيص وإهدار الكثير من الموارد (الزمن، الجهد والمال). كما أن الاستمارات المستخدمة في هذه الإجراءات تتعرض للتلف والضياع. كما أن المواطن يكون جاهلاً بالمستندات المطلوبة للقيام بأي إجراء حيث أن هذه المشاكل وما شابهها عادة ما تكون مصاحبة للأنظمة التقليدية اليدوية. قام الباحث بتطوير تطبيق يعمل على بيئة الأندرويد يسمح للمواطنين (السائقين) بتقديم طلب لرخصة خط النقل عبر التطبيق بشكل سهل وبسيط مما يوفر للمواطن الكثير من الجهد والوقت والمال المهدر. كما أن التطبيق يوفر معلومات كافية عن كامل الإجراءات والمستندات المطلوبة لإكمال عملية التقديم للترخيص. ويتبع البحث المنهج الوصفي العلمى التحليلى التطبيقى. استخدمت الباحثة لبرمجة التطبيق الأندرويد أستديو ولغة الترميز القابلة للتوسع XML، وتم التحليل بلغة النمذجة الموحدة Unified Modeling Language و SQLite كنظام لإدارة قواعد البيانات. من أهم النتائج التي توصل له الباحث تسريع الحصول على المعلومات الخاصة بالخدمات، وجود خاصية تحميل المستندات على التطبيق مما يسرع من الإجراء المطلوب مما يسهل عملية القيام بأي خدمة خاصة بالمحليات. توصي الباحثة بإدخال خدمة الدفع الإلكتروني ، كما يمكن توفير خاصية تسمح للمواطن بمتابعة سير إجراءاته بشكل إلكتروني.

Abstract In light of the steady expansion in the government services sector, concern about the quality and efficiency of services provided by government departments has become central to ensuring the provision of services that the state is proud of. The use of technology and computing business is one of the things that guarantee this, because the technology has advantages and benefits. Citizens have many problems when going to localities to take any administrative action. When a citizen requests a line license to transport passengers, he finds that this process is completely done manually, which leads to delaying licensing procedures and wasting a lot of resources (time, effort and money), and the forms used in these procedures are prone to damage and loss. Whereas, these and similar problems are usually accompanied by traditional manual systems. The researcher has developed an application that works on the Android environment that allows citizens (drivers) to apply for a transport line license through the application in an easy and simple way, which saves a lot of effort, time and wasted money. The application also provides sufficient information on the entire procedures and documents required to complete the application process for the license. The researcher used Android studio and XML in programming. Unified Modeling Language to analyze the application. SQLite as database management system. One of the most important findings of the researcher is the possibility of developing an electronic platform for services, which will facilitate the process of carrying out any locality services. The researcher recommends a future work on using electronic payment and providing the feature of uploading documents which speeds up the required procedure, and allows the citizen to track the progress of his procedures electronically.
