تعتبر الموازنة العامة للدولة البرنامج المالي الذي يعكس سياسات الحكومة المختلفة والاهداف التي ترغب الحكومة في تحقيقها , وتعرف الموازنة بأنها بيان تقديري ومعتمد عن النفقات العامة والايرادات للدولة عن فترة مالية غالباً ما تكون سنة . وتكمن مشكلة النظام المستخدم في وزارة المالية بولاية شمال كردفان من بطء وصعوبة في استرجاع المعلومات وعدم الحصول علي التقارير في وقت طلبها . ومن أهم الأهداف التي يحققها البحث توفير معلومات الموازنة العامة في الوقت المطلوب ومساعدة الإدارة العليا علي إتخاذ القرارات بناءاً علي المعلومات التي يوفرها النظام . تم أستخدام منهجية تحليل وتصميم النظم الكائني باستخدام لغة UMLواستخدام لغة php في عملية البرمجة وقاعدة بيانات mysql ومحرر نصوص Notepad++ . ومن أهم النتائج أن أستخدام الأنظمة الألكترونية تساعد علي ضبط الايرادات والمصروفات وتحديد الاشكاليات في مرحله مبكرة ,وتحقيق الأمن والموثوقية في أعداد الموازنة العامة . ومن توصيات البحث تبويب الايرادات والمصروفات بشكل يتلائم وطبيعة المؤسسة او المنشاة وإجراء الموازنة بين كل فترة واخرى حتى يمكن ذلك من معرفة المشاكل والانحرافات فى فترة مبكرة ليتم معالجتها.

Abstract

The general arbitrage of the state consider as a financial programme which reflect different govemmental policies and the issues that the government would like to implement it the arbitrage define as evaluative statement and dependable on over head state income on approximately one year as financial period. The problem of the system used in the ministry of finance in north kordofan state in the difficulty and slowness of retrieving the information and mis obtainment of all the reports at the time of request. The main object of the research the provision of general arbitrate information on time and to assist the supreme administration to adopt decisions depend to information of the system the research follows the analytic methodology and resolute konini code by using UML language and language of language of PhP in programming process and data base mysql and the editor provision ++ note pad. The important result the use of electronic system help to regularity income and the expenses. Moreover to pinpoint the problems early and to verify the authenticity and security. In conducting the general arbitrate. The research recommended the tabulation income and expenses to follow the policy of the institution and to conduct the arbitrage from time to time in order to discover the problems and the deviations very early to be solve.
