أثر تطور النظام الدولي على منظمة الأمم المتحدة (1991م –2021م)

Abstract

المستخلص تناول البحث أثر تطور النظام الدولي على إصلاح منظمة الأمم المتحدة وهدف البحث إلى معرفة مدى تكيف منظمة الأمم المتحدة مع التغيرات التي طرأت على النظام الدولي في مراحله المختلفة. يحاول البحث الإجابة على التساؤل الرئيسي وهو ما مدى إمكانية وقدرة المنظمة الدولية على القيام بالمهام والأعباء والوظائف التي تفرضها مقتضيات الإنتقال من نظام دولي، متعدد الأقطاب إلى ثنائي القطبية إلى نظام جديد أحادي القطبية. تتمثل أهمية البحث في تراجع قدرة الأمم المتحدة على الحفاظ على السلم والأمن الدوليين، وتنظيم العلاقات بين الدول وتطويرها وإدارة النزاعات بينها بشكل سلمي، وتوضيح أسباب ذلك ومعرفة السبل لإصلاح هذه المنظمة. يستند البحث على فرضية هي: كلما حدث تطور للنظام الدولي إستوجب ذلك إصلاحات في بنية المنظمة الدولية. اتبع البحث المنهج التاريخي والمنهج الوصفي التحليلي، لتحليل ووصف التحولات السياسية والاقتصادية والأمنية وإنعكاسه على أداء وفعالية منظمة الأمم المتحدة. خرج البحث بنتيجة أن تطور النظام الدولي أوجب إصلاح منظمة الأمم المتحدة في ميثاقها وأجهزتها المختلفة، لاسيما فيما يتعلق بمجلس الأمن الدولي، إضافة إلى ضرورة إعادة النظر والإعتبار لدور الجمعية العامة وتعزيز صلاحياتها خاصة الرقابة على مجلس الأمن. وعلى ضوء هذه النتائج التي توصل إليها البحث يوصي الباحث بالإصلاح القانوني لميثاق الأمم المتحدة بما ينعكس على إصلاح وفعالية الأجهزة المختلفة.

Abstract: The research dealt with the impact of the development of the international system on the reform of the United Nations Organization The research attempts to answer the main question, which is the extent of the possibility and ability of the international organization to carry out the tasks, burdens and functions imposed by the requirements of the transition from a multipolar international system to a bipolar one and then to a new unipolar one. The importance of the research is represented in the decline in the ability of the United Nations to maintain international peace and security, to organize and develop relations between countries, to manage conflicts between them in a peaceful manner, to clarify the reasons for this and to find ways to reform this organization. The research is based on the hypothesis that whenever the international system develops, it necessitates reforms in the structure of the international organization. The research followed the historical approach and the analytical descriptive approach to analyze and describe the political, economic and security transformations and their impact on the performance and effectiveness of the United Nations Organization. The research concluded that the development of the international system necessitated the reform of the United Nations in its charter and its various organs, especially with regard to the Security Council, in addition to the need to reconsider and consider the role of the General Assembly and strengthen its powers, especially oversight of the Security Council. In the light of these findings, the researcher recommends the legal reform of the United Nations Charter, which will reflect on the reform and effectiveness of the various agencies.
