أثر هــــــــجرة العقول على ميزان المدفوعات في السودان في الفترة من(2010-2018(

Abstract

مستخلص تناول البحث أثر هجرة العقول على ميزان المدفوعات في السودان خلال الفترة (2010م – 2018م) ، تمثلت مشكلة البحث في هجرة الكوادر والكفاءات المدربة والمؤهلة من الأطباء وأساتذة الجامعات السودانية التي تصاعدت بشكل ملحوظ في الفترة الأخيرة وما يترتب عليها من مخاطر على التعليم والصحة، حيث استخدم البحث المنهج الوصفي التحليلي. ويهدف البحث للتعرف على أسباب هجرة الأطباء وأساتذة الجامعات وحجم الهجرة وسط الأطباء وأساتذة الجامعات ومعرفة أثر تحويلاتهم على ميزان المدفوعات. ومن أهم النتائج أن الدافع الاقتصادي يجذب الأستاذ الجامعي والطبيب باتخاذ قرار الهجرة. ومن اهم التوصيات تحسين الأوضاع المادية من خلال المرتبات المجزية في الخارج؛ حيث تساعد التحويلات في تخفيض العجز في ميزان المدفوعات وكذلك في الحساب الجاري. كما أوصي البحث بتحسين الأوضاع الاقتصادية بزيادة أجور العاملين بالسودان حتى تتناسب مع أوضاع معيشتهم مما يؤدي إلى تقليل ظاهرة الهجرة، كذلك الاهتمام بقطاع التعليم العالي والبحث العلمي والقطاع الصحي ورعاية شئونهم للتقليل من هجرتهم خارج البلاد.

Abstract

The search had looked at the effect of the brain drain on the balance of payments in Sudan during the period (2010-2018), the research problem is based on the migration of well qualified and well trained university teachers, and doctors that were recently revised upward with the consequence of some risks on education sector as well as health sector. The search has used the descriptive, analytical approach, and the study aims at knowing the major causes of the migration of teachers and doctors, additionally, knowing the effects of their remittances on the balance of payments. The search found that the economic motivations is considered one of the main factor that play role in well encouraging educated to migrate Therefore, the search recommend that in economic condition should be improved in order to cope up with the current economic situation so as to have a significant effect of the remittances on decreasing the deficit of the balance of payment as well as the deficit of the current account, and reducing the amount of migration among well-educated people.
