مستقبل العلاقات السودانية الإثيوبية على ضوء المصالح المائية المشتركة

Abstract

مستخلص البحث تتناول هذه الدراسة مستقبل العلاقات السودانية الاثيوبية على ضوء المصالح المشتركة في الفترة من ( 1989م -2019م ) مستهدفه رسم مسار لمستقبل العلاقات بين السودان واثيوبيا التي تعتمد على طبيعة المصالح وتتبلور في رؤية إستراتيجية للعلاقة بين البلدين . تحاول الدراسة الأجابة على سؤال محوري هل هنالك رؤية إستراتيجية تتبناها النظم السياسية الحاكمة في إدارة العلاقة بين البلدين ، وتستند الدراسة على فرضية غياب الرؤية الإستراتيجية لإدارة المصالح بين السودان واثيوبيا أدى الى توتر العلاقة بين البلدين، وتم إتباع المنهج التاريخي لدراسة العلاقات التاريخية والمنهج التحليلي لتحليل القضايا العالقة ،بالاضافة الى المنهج الوصفي لتتبع تطور العلاقة بين البلدين وذلك من خلال الحقب التاريخية المختلفة ، وتوصلت الدراسة لعدد من النتائج أهمها غياب دور المصالح المشتركة في تدعيم العلاقة بين الدولتين والتعامل برد الفعل في إدارة الملفات بين البلدين ، وتوصلت الدراسة الى عدد من التوصيات أهمها وضع الاهمية الاستراتيجية لموقع نهر النيل لبناء علاقة خاصة ومتميزة بين دول المنبع والمصب وذلك لتحييد المخاطر والاطماع من الدول الاخرى ، ودعم التكامل بين البلدين .

Abstract This study is about the future of Sudanese and Ethiopian relationship based on common interests (1989-2019) ,and it aims to establish a path towards the Sudanese and Ethiopian future relationship depend on interests and formed in Strategic vision ,the main question is there any Strategic vision adopted by political systems that managing the relationship between the two countries?. The Study Hypothesis there is absence of Strategic Vision in managing the relationship between Sudan and Ethiopia. The Study used the historical methodology for the historical relationship between the two countries, and used the analytical methodology to Annalisa the outstanding issues and the descriptive methodology to follow the evolution of the relationship between the two countries among different periods. The researcher concluded many results the most important of them are:- The absence of common interest role in supporting the relationship between the two countries, dealing with reactions at managing common issues. The most important recommendations are: focusing on the Strategic importance of the location of the River Nile in order to build unique and special relationship between upstream and downstream countries in order to identify the risks and ambitions of other countries and support the integration between the two countries.
