التعددية السياسية في العالم العربي

Abstract

مستخلص البحث

هناك اتفاق بين المفكرون والسياسيون والاكاديمون على أن

التعدد والتنوع من طبيعة المجتمعات البشرية ، اكما أن التفاق

قائم على اعتماد مبدأ التعددية اكأساس لحل اكثير من المشااكل

والتناقضات السياسية والقتصادية والتجتماعية والدينية ونحوها ،

وأن اختلفت في المبادئ والموتجهات والطر العامة للتعددية.

فالنظمة العربية التي نشأت بعد تكوين الدولة العربية

الحديثة منذ منتصف القرن الماضي اكانت قد اعتمدت في

شرعيتها، أما على النظام البوي القبلي أو على الشرعية الثورية

لكنها بدأت تتحول إلي نظم ملكية دستورية أو إلي تجمهريات تعتمد

النظام النتخابي وتوسيع دائرة الحريات وإن اكان ذلك يختلف من

نظام لخر نسبة لضغوط النظام العالمي من تجهة والمطالبات

الشعبية داخل المجتمع.

فقد أسفر نضال الشعوب العربية في سبيل الحرية والعدل

والداء السياسي الفضل إلى ضرورة اعتراف النظام السياسي

العربي بالتعدية داخل المجتمع وعن ضرورة أن يؤمن النظام

القانوني والتشريعي لكافة الفئات التجتماعية الحق في التنظيم

المستقل والتعبير عن آراءها وعن ضرورة التسليم بالطموحات

المشروعة لمختلف الفئات التجتماعية في الوصول السلمي

للسلطة تحت مظلة تنظيم تشريعي يسمح بذلك ويقننه، ونستطيع

أن نستقرئ ذلك من الوثائق الرسمية للنظمة العربية والتي

تناولها الباحث في هذه الدراسة.

Abstract

The intellectuals, politicians and scientists, commonly have

the same opinion upon the diversity and plurality nature of the

human communities. Moreover, there is a valid agreement on the

pluralism as an attitude, regardless the different principles, concepts

and theoretical frames of the pluralism, to solve many political,

social, economical and religious problems.

Despite the fact that the Arab Regimes, which emerged after

the Modern Arab State in the mid of the past century, these regimes'

legitimacy depended on either the parental-tribal system or the

revolutionary system. Nevertheless, those regimes started to change

to be a royal constitutional or republican regime adopting a liberal

election system and to expand the liberty extent, varying from one

regime to another according to the pressure of the World Order and

the popular claims on other side.

The Arabs people struggle for liberty, justice and ideal rule

ended up to the accreditation of political pluralism among the

community, confirmation of legal and legislation system related to

the all social categories to form their independent organizations and

to practice their own expressions. Furthermore, the struggle caused

to agree with the eligible ambitions of various social categories to

get peacefully the power under a legislated umbrella. Therefore, it is

able to get through the official documents of Arab regimes to guess

the above consequences
