Abstract

المستخلص هدفت هذه الدراسة الى التعرف على دور السياسات الزراعية في ترقية القطاع الزراعي في السودان، والتعرف على المشاكل التي يعاني منها القطاع الزراعي في السودان والتي تحد من زيادة معدلات الإنتاج وترقية هذا القطاع، وتمثلت مشكلة الدراسة في السؤال التالي: ما هو دور السياسات الزراعية في ترقية القطاع الزراعي في السودان؟ واتبعت الدراسة المنهج الوصفي التحليلي للوصول الى نتائج الدراسة . وتوصلت الدراسة الى النتائج التالية من أهمها: وجود تأثر معنوي ايجابي لكل من التمويل الزراعي والسياسات التمويلية في ترقية القطاع الزراعي. عدم وجود السياسات الزراعية والخطط الاستراتيجية طويلة الاجل ساهم في عدم ترقية القطاع الزراعي في السودان.اتضح من خلال الدراسة أن هنالك ضعف في التمويل الزراعي من القطاع المصرفي ونقص التكنولوجيا في القطاع الزراعي السوداني مما ساهم في عدم ترقية القطاع الزراعي. واوصت الدراسة بالآتي : إعطاء أولوية خاصة لتنمية وترقية القطاع الزراعي من خلال تخصيص حزء مقدر من التمويل التنموي لهذا القطاع. ضرورة وأهمية إدارة السياسات الزراعية بأساليب حديثة ووفق إستراتيجية طويلة المدى للمساهمة الفعالة في نهضة وترقية القطاع الزراعي. تهئية المناخ المناسب من بنى تحتية وآليات زراعية ليؤدي ذلك الى تطور ونهضة القطاع الزراعي.

Abstract This study aimed to identify the role of agricultural policies in development of the promotion of the agricultural sector in Sudan, and to identify the problems that the agricultural sector in Sudan suffers from, which limit the increase in production rates and the promotion of this sector. The problem of the study was represented in the following question: What is the role of agricultural policies in promoting the agricultural sector in Sudan? The study followed the descriptive analytical approach to reach the results of the study. The study reached the following results, the most important of which are: There is a significant positive impact of both agricultural financing and financing policies in promoting the agricultural sector.The lack of agricultural policies and long-term strategic plans contributed to the lack of promotion of the agricultural sector in Sudan. It became clear through the study that there is poor agricultural financing from the banking sector and the lack of technology in the Sudanese agricultural sector, which contributed to the lack of promotion of the agricultural sector. The study recommended the following: Giving special priority to the development and promotion of the agricultural sector by allocating an estimated part of the development funding for this sector. The necessity and importance of managing agricultural policies using modern methods and according to a long-term strategy to contribute effectively to the renaissance and promotion of the agricultural sector. Preparing the appropriate climate, including infrastructure andagricultural mechanisms, to lead to the development and renaissance of the agricultural sector.
