Abstract

Naserallah Supervisor: Dr Abass Ashazly Awad Alkareem Degree: Master in Archives and Libraries Research Title: ‘Total Quality Management lmplementation in Public Libraries Management in Gaza province: Proposal Program. At the age of globalization, the world has been witnessing rapid and continues and endless changes. Therefore, great efforts have been taken to improve the level of services and production in all institutions and organizations. 4 As result, the total quality management (TQM) concept has been adopted effectively to solve administrative problems and to improve the quality of services to meet the customers‘ needs. ~ The libraries, as a vital sector, have to apply this concept to improve its services This research seeks the possibility of implementing the TQM in public libraries management in Gaza province and to provide a proposed program The aims of this research to study the public libraries management situation in Gaza province and to design the proposal program related to the studied situation. After referring to science and literature contributions in this field, the research method and the hypotheses are built. A questionnaire has been designed and validated to collect the data. The study sample consists of '\/\ employees who work in Gaza libraries. T-Test is used to test and verify the hypotheses. The result's analysis reveals that: there are clear job descriptions and management hierarchy. lntemational systems in technical operations have been used The public libraries are interested in staff training but short ones .There are no budget and motivations neither for physical motivations nor emotional motivations . The research concludes that the public libraries in Gaza province have prepared policies and systems rules to organize the work and apply the modem technology in the basic operations, but there is no awareness to the TQM concept. Finally, the study also showed that in spite of the adherence in the public libraries by preparing beadledoms, systems and approved policies, which organize the whole work in those libraries. In addition to existence of technology using in the basic operations of public libraries, but there is no existence of labor consciousness in the public libraries of Gaza provinces, for the concept and philosophy of total quality management. ‘ Finally with reference and result and outcome, the researcher will build up a proposed programmed and will recommend: enhance developed management hierarchy and the clear job description, using the international systems in technical operation, also to continue for training, it must seek firnd and motivate the staff physically and emotionally, the libraries have to prepared polices and systems rules. applying modern technology in the basic operation, also to spread TQM awareness between the staff.
