دور البعثة المشتركة للاتحاد الافريقي والامم المتحدة (UNAMID ) في بناء السلام بولاية شمال دار فور ( دراسة تقيمية

Abstract

المستخلص تناولت هذه الدراسة دور البعثة المشتركة للإتحاد الأفريقي والأمم المتحدة " اليوناميد " في بناء السلام في ولاية شمال دارفور في الفترة من " دراسة تقيمية " وهدف الدراسة إلى التعرف علي مدى مساهمة البعثة في تحقيق الأستقرار السياسي والأمني وإرساء الأسس اللازمة للتنمية الإقتصادية بصورة تسهم في عملية بناء السلام في دارفور . تمثل مشكلة البحث إستندت الدراسة علي فرضية ان البحث الدراسية المنهج الوصفي التحليلي ، والمنهج الإستنباطي ، والمنهج التاريخي . وتعتبر وثائق الأمم المتحدة من قرارات وتقارير لا سيما الصادرة من مجلس الأمن والأمين العام للأمم المتحدة عن البعثة المشتركة في دارفور ، هي المصادر الرئيسية لهذا البحث ، بجانب العديد من المراجع التي كتبت حول مفهوم بناء السلام ، وتجربة الإتحاد الأفريقي في دارفور ، فضلاً عن مواقع الأنترنت ، والرسائل العلمية ، والدوريات ، والمقابلات . وخلص الدراسة إلى عدة نتائج أهمها : أن البعثة لم تحقق نجاحاً في مجال بناء السلام علي المحور التنموي ، وذلك بسبب توجيه البعثة ميزانياتها نحو المجال الأمني والصرف الإداري وإهمال المحور التنموي التي تمثل العملية الجوهرية في عملية بناء السلام ، وأحد أهم الأسباب الجذرة للصراع في دارفور . وتقدمت الدراسة بعدة توصيات أهمها : علي البعثة المشتركة للإتحاد الأفريقي والأمم المتحدة في دارفور أن تعمل علي تنمية سياسات تعزز من التنمية الإقتصادية والإجتماعية ، وذلك عن طريق توسيع نطاق الإستفادة من المشاريع ذات الأثر السريع ، ورفع حجم المبلغ المخصص للمشروع الواحد . حتى تسهم بصورة فعالة في عملية بناء السلام ، وتنمية المنظمات الوطنية التي تقوم بتنفيذ هذه المشروعات ومحاربة الفساد الإداري والمالي والمحسوبية في إدارة المشروعات . بجانب الإتفاق الإداري غير الضروري وتوجيه نحو المشروعات التنموية .

Abstract This study examined the role of the joint African Union and United Nations mission "UNAMID" in peacebuilding in North Darfur state in the period of an "evaluation study" and the aim of the study is to identify the extent of the mission's contribution to achieving political and security stability and laying the foundations necessary for economic development in a way that contributes to the process of building Peace in Darfur. Research problem The study was based on the hypothesis that the study research descriptive analytical approach, deductive approach, and historical approach. The United Nations documents, including resolutions and reports, especially those issued by the Security Council and the Secretary-General of the United Nations on the joint mission in Darfur, are the main sources for this research, along with many references written on the concept of peacebuilding, the experience of the African Union in Darfur, as well as websites. , Scientific theses, periodicals, and interviews. The study concluded several results, the most important of which are: The mission did not achieve success in the field of peace building on the development axis, due to the mission directing its budgets towards the security field and administrative spending and neglecting the development axis, which represents the fundamental process in the peacebuilding process, and one of the most important root causes of the conflict in Darfur. The study made several recommendations, the most important of which are: The joint mission of the African Union and the United Nations in Darfur should work on developing policies that enhance economic and social development, by expanding the scope of benefiting from quick-impact projects, and raising the amount allocated to a single project. In order to contribute effectively to the peace building process, the development of national organizations that implement these projects and to fight administrative and financial corruption and patronage in project management.
