العلاقات السورية اللبنانية من منظور أمني (1975م -2010م )

تناولت الدراسة العلاقة بين سوريا ولبنان من الناحية الأمنية منذ 1975 وحتي 2010 ،وشهدت هذه العلاقة السورية اللبنانية حالة ازمة وصراعات والتأزم خلقت حالة أمنية معقدة ساد فيها نهج الهيمنة الأمنية على مقدرات الدولة اللبنانية من خلال خلق طبقة من الاقتصاديون اللبنانيين موالية للأجهزة الأمنية السورية ، جعلت الساحة اللبنانية ساحة لتصفية الصراعات على السلطة ، وكانت سورية تعتبر أن الساحة اللبنانية هي المعبر للمؤتمرات التي تحاك ضدها وأن الأمن القومي مهدد ، لذلك نجد أن لبنان تحكمها قوانين المؤسسات الأمنية السورية واقطاب سياسة واقتصادية لبنانية خلقت حالة من عدم التوازن بين العلاقة للبلدين.

من النتائج توصل الباحث إلى :-

1- استخدم النظام السوري لبنان مجال لتخفيف وتصدير ازماته وخصوصاً في مجال القضية الفلسطينية.

2- تم ربط أي تسوية في لبنان داخلية او خارجية بالموافقة السورية.

3- استطاع النظام السوري أن يستخدم لبنان كأداة ضغط على المجتمع الدولي ،لتبرير تصرفاته عبر افتعال الازمات الداخلية في لبنان.

ومن التوصيات التي توصل اليها الباحث:

1- انسحاب القوى الأمنية من لبنان وعدم التدخل في شؤونه الداخلية ، والتعامل بشفافية لتحقيق استقرار لبنان بروح الأخوة لا بروح التدخل الأمني.

2- مساعدة اللبنانيين في حال طلبوا ذلك ، على تطبيق اتفاق الطائف او تطويره.

3- العمل على تعزيز الديمقراطية والدخول في انفراج سياسي حقيقي في البلدين لمواجهة التحديات الأمنية التي تواجه البلدين خوفاً من الانجرار نحو الصراعات الطائفة والمذهبية والحزبية.

4- حل مشكلة المهاجرين اللبنانيين جذرياً وإقرار حق كل لبناني منذ العام 1975 بالعودة الى المكان الذى هاجر منه ،ووضع التشريعات تكفل هذا الحق وتأمين الوسائل الكفيلة بإعادة المهاجرين.

5- أن يكون التعامل مبني على حسن الجوار بين البلدين ، وليس على أساس افتعال الأزمات.

The study concluded The relationship between Syria and Lebanon In terms of security Since 1975 until 2010, Witnessed this relationships (Lebanese-Syrian ) A state of crisis and conflicts Formed the particularly difficult a security issue An event hegemony the security approach to capabilities Lebanon nation By creating the a layer of the Lebanese economist Loyal to the Syrian security agencies, Formed Lebanese arena an arena for settling power conflicts, Syria been considered the Lebanese arena battles is the mediator of the conspiracies which the against it Its national security is threatened by, So we find that Lebanon is governed by law the Syrian security institutions and political economic moguls Lebnon successor a state of imbalance in the relationship between the two countries.

Results of researcher obtained to: -

1- Use the Syrian regime to Lebanon to ease the field and export of its crises especially in the field issue Palestinian.

2- Been linked to a settlement in Lebanon's of internal and external the Syrian approval.

3- The Syrian regime he was able to use Lebanon as a tool to compress international community, to justify his actions from occurring Internal Crisis Because of a Lebanon.

Of the recommendations reached by researcher:

1- Civil Withdrawal of forces from Lebanon and non-interference in its internal affairs, dealing with transparency to stabilize Lebanon Brothers motivated by not motivated of security interference.

2- Help the Lebanese in case it chooses on the implementing the Taif agreement developing .

3- Work to strengthen democracy the engage in a genuine policy in both countries To face security challenges facing the two countries, which are suffering from the repercussions sectarian and Sectarian and partisan conflicts.

4- Solve the problem of the Lebanese immigrant Drastically and adoption right of each immigrant Since 1975 and to return to the place where it migrated, And Development of legislation which has decided and secure the means Are capable of the return of migrants.

5- To be dealing a building good neighborly between the two countries, And not on the basis of fabricating a crises.
