Abstract

مستخلص البحث تناول هذا البحث مفهوم الإرهاب في تنفيذ السياسة الخارجية الأمريكية باعتبار أحداث 11 سبتمبر قد تمخضت عنها أفعال وسياسات أثرت على العالم ككل وعلى العربي الإسلامي بصفة خاصة. ويناقش البحث مشكلة توظيف مفهوم الإرهاب في تنفيذ السياسة الخارجية الأمريكية وما نتج عنها من حروب في إطار مسمى مكافحة الإرهاب ويهدف البحث الى تعريف الإرهاب وأثره في تنفيذ السياسة الخارجية الأمريكية وطريقة تطبيقها من خلال فرضية إن الولايات المتحدة الأمريكية استغلت مسمى مكافحة الإرهاب لتنفيذ مصالحها الخارجية في إطار عدم الشرعية الدولية دون الالتزام بقوانين المجتمع الدولي ومواثيق المنظمات الدولية. طرح البحث عدة تساؤلات منها: موقف الدول تجاه مكافحة الإرهاب ومدى شرعية الحرب ضد الإرهاب التي قام الولايات المتحدة الأمريكية وإلى أي مدى نجحت في مكافحة الإرهاب. وتمثلت فروض البحث في أن مفهوم مكافحة الإرهاب في تنفيذ السياسة الخارجية الأمريكية اعتمد على أجندة حقوق الإنسان والديمقراطية والحرية الاقتصادية. وزيعة مكافح الإرهاب لم تكن سوى غطاء لتنفيذ السياسة الخارجية الأمريكية ومصالحها في العالم.

Abstract this research the concept of terrorism in the implementation of U.S. foreign policy since the events of September 11 have emerged from the actions and policies have affected the world as a whole and particularly the Arab-Islamic. The paper discusses the problem of employment of the concept of terrorism in the implementation of U.S. foreign policy and the resulting wars in the name of combating terrorism The research aims to define terrorism and its impact on the implementation of U.S. foreign policy and the method applied by the premise that the United States of America used the pretext of combating terrorism for the implementation of foreign interests in the context of non-international legitimacy without compliance with the laws of the international community and international organizations charters. Search put several questions including: the position of States towards the fight against terrorism and the legitimacy of the war against terrorism by the United States and the extent to which succeeded in the fight against terrorism. The hypotheses were that the concept of counter-terrorism in the implementation of U.S. foreign policy adopted on the agenda of human rights, democracy and economic freedom. And Zaah combat terrorism was not only a cover for the implementation of U.S. foreign policy and interests in the world
