الأمـــن الغذائــي في الســودان (دراسـة تحليليــة لأوضـــاع وإستراتجيات إنتاج القمح 1990-2015م)

Abstract

المستخلص تناولت هذه الدراسة أوضاع الأمن الغذائي بالسودان وأوضاع وإستراتيجيات إنتاج القمح خلال الفترة (1990-015 2م). تتمثل إشكالية هذه الدراسة في دراسة وتوضيح أوضاع الأمن الغذائي في السودان وأوضاع إنتاج القمح خلال فترة الدراسة ثم قضايا القمح وانعكاساتها وما ترتب عليها من آثار ومدى إسهام الاستراتيجيات التي وضعت واتبعت في مجال إنتاج القمح وتحقيق الاكتفاء الذاتي منه في تحقيق الأمن الغذائي في السودان خلال فترة الدراسة. الهدف العام من هذه الدراسة هو وصف وتحليل أوضاع الأمن الغذائي بالسودان خلال فترة الدراسة (1990-015 2م) مع التناول التحليلي الوصفي لأوضاع وإستراتيجيات إنتاج القمح لنفس الفترة. استخدمت الباحثة المنهج التاريخي والمنهج الوصفي التحليلي حيث تمت الاستعانة فيه بتوصيف الماضي للتنبؤ بمآلات المستقبل، وتم استخدام الحاضر لتفسير بعض الظواهر التاريخية ، حيث تمت الاستعانة بهذا المنهج للربط بين الماضي والحاضر، كما أـجرت الباحثة العديد من المقابلات الشخصية مع رجالات الإدارة وأهل الشأن السياسي والاقتصادي والأمني والزراعي، وخلصت الباحثة من خلالها إلى عدة نتائج أهمها أنه وللوصول إلى الأمن الغذائي وتحقيق الاكتفاء الذاتي من القمح عبر التوسع والتطوير في إنتاج القمح فإن الأمر يتطلب بذل المزيد من الجهود ووضع الجديد والعديد من الاستراتيجيات والخطط المحكمة لضمان الوصول إلى الهدف المنشود وأوصت بضرورة زيادة الاهتمام بالقطاع الزراعي بأن تبنى تلك الاستراتيجيات على أسس من الدراسات العلمية المواكبة والمتحسبة للمتغيرات الاقتصادية المحلية والعالمية، الوحدة الشاملة في وضع القرارات، وتنفيذها، ومراقبة ذلك التنفيذ، ثم الثبات والاستمرارية في الخطط المستخدمة لتنفيذ تلك الاستراتيجيات.

Abstract This study has whipped the situation of food security and wheat production in Sudan during the period (1990-2015) . This study is faced with the problems of explaining the situation of food security and wheat production in Sudan and the extent to which the strategies to reach self sufficiency. The general objective of this study is to describe and analyze the state and food security in Sudan during the period of this study (1990-2015) together with describing and analyzing the strategies of wheat production. The researcher has adopted the historical together with the descriptive and analytical method . These methods were used to describe the past and predict future possibilities . The present is used to describe some historical phenomena and to link the past with present through the studies articles and researches already prepared. The researcher had interviewed with many people in administration and those who are interested in politics and economy . The study has achieved a number of goals the most important of them is about reaching food security and self –sufficiency during the development of Wheat production which needs spending more efforts and suitable Strategies and Plans which should be based on recent- scientific Strategies, adapting the global and local economy Varieties and Indulging in the process of decision making and its application, beside executing that application and the constancy and stability at the plans used ,to reach that Aim .
