Since ancient times, information has been the path of human interest, and now man is surrounded by a huge amount of diverse information in various walks of life and in various images, and from here came the need for ways to manage this information and how to preserve it in safe ways that enable it to be preserved under all circumstances and also be able to retrieve it in quick ways To benefit from it in all walks of life. The study aims to create an information system that manages documents and archives them electronically as it works on a (Web) environment by using the method of analyzing and designing systems using the methodology of Unified Modeling Language (UML) and in the process of designing and drawing screens, the researcher used the program (Macromedia Dreamweaver 8) and in the process Implementation The researcher used PHP with Oracle database engine. Now the program has been applied to the Department of Technology and Information at the Tax Office so that problems are noticed and deficiencies are discovered and then dealt with, but to date it has been proven that the program works very efficiently in the process of recording documents and then attaching the attachments, following up the document and the recipient, and extracting a large group of reports. The program provides the necessary protection that prevents unauthorized access to the system documents and also provides protection for documents from loss and damage. It also provides speed and accuracy in following up the status of each document if it is issued or received by the administration.
